Description
The Department of Homeland Security (DHS), National Protection and Program Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire comprehensive national test administration, proctoring and test centers inclusive of all states, the District of Columbia, and all US possessions including Puerto Rico, Virgin Island, American Samoa and Guam for up to a maximum of 15,000 contracted Protective Security Officers (PSO) on an annual basis. The Contractor shall have a comprehensive network of test centers and proctors with the capability to allot, at a maximum, eight (8) hours of secure training/testing time for up to a maximum of 15,000 PSOs annually. The training and testing must be provided within 30 days of date scheduled. The prospective contractor shall have the capability to connect to the FPS approved designated server hosting the training/test software, provide online instructions and scheduling. Test centers shall verify PSO identity, be staffed at the minimum with one proctor, and provide one printer. Each PSO shall be provided a computer workstation, inclusive of the computer, keyboard, mouse, desk and chair. The prospective contractor shall provide training/ testing centers within 25 miles of all designated metropolitan areas identified in the request for proposal (RFP). The test center core days and hours shall be Monday through Friday between 8:00 am to 6:00 pm for each time zone. In the geographic locations designated on Attachment A, to be provided in the RFP, the test centers shall be open on Saturdays and or Sundays between the core hours of 8:00 am to 6:00 pm for each time zone. The test center requirements shall exclude all recognized Federal Holidays. This requirement is being procured under FAR Part 12 and FAR Part 15. It is anticipated that a single award, indefinite quantity/indefinite delivery (IDIQ) type contract will be established a result of the solicitation. The contract will consist of a one (1) year base period with three (3) one-year option periods and an option to extend for up to six (6) months. The minimum maximums quantity under this contract will be 1,000 minimum and 15,000 maximum PSO eight (8) hour sessions. The minimum maximums quantity under the six (6) month extension shall be 500 minimum and a 7,500 maximum PSO eight (8) hour sessions. The North American Industry Classification System (NAICS) code for this acquisition is 611710 - Educational Support Services. The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that RFP HSHQE5-11-R-00001, will be released to the Federal Business Opportunities website on or about April 1, 2011. It is the prospective contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All future information regarding this acquisition including solicitation amendments will be distributed solely thru the FedBizOpps website. All prospective contractors must be registered ( http://www.ccr.gov ) in the Central Contractor Registration (CCR). Additionally, each offeror must obtain, and provide with it's proposal, their nine-digit Dun and Bradstreet (DUNS) number. Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
