- Description
- On or about 6 April 2011, the U.S. Army Corps of Engineers, Tulsa District will advertise a Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) for Environmental Services at White Sands Missile Range, New Mexico. The location for services to be performed under this contract will be at White Sands Missile Range, New Mexico. This contract is to support the installation's environmental program. Work anticipated to be performed through task orders under this contract include, but not limited to, Environmental Compliance, Environmental Engineering and Technical Support, Environmental Analysis, Environmental Program Management Support, Environmental Sampling of Various Media, Laboratory Testing, Environmental and Occupational Safety and Health Compliance Audits and Training, Environmental Assessments, Environmental Data Inventories, Hazardous and Regulated Waste Handling and Management, Permit Applications/Renewals, Community Involvement, Environmental Services, Environmental Investigation, Ordnance and Explosives Avoidance, Resource Conservation Support, and other Scientific and Technological Services to Accomplish Mission Requirements. The North American Industry Classification System (NAICS) Code applicable to this project is 541620 with a size standard of $7,000,000. This procurement will be issued as a Competitive 8(a) set aside. The Government intends to negotiate and award a Firm-Fixed-Price Contract, to include provisions to use Time and Materials with a 2 year base period plus 3 one-year option periods. Work will be performed on a task order basis. The base period will be for $14,000,000 and each option period will be $7,000,000. The maximum contract capacity will be $35,000,000. The contract shall continue as each option period is exercised at the sole discretion of the Government. The minimum guaranteed amount for the base period is $3,000; there is no minimum guarantee for any subsequent option period. Distribution of the RFP documents will be made solely through the Internet. There will be no printed or compact disk copies distributed to contractors. Contractors will be notified through the Federal Business Opportunity (FedBizOpps) website at http://www.fbo.gov/ of the solicitation and any amendments. Contractors are responsible for checking the FedBizOpps website for any posted changes to the solicitation. Offerors must be registered with the Central Contractor Registration (CCR) database in order to receive a Government contract award. The CCR Internet address is http://www.ccr.gov/.
