Description
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor; providing the best value to the Government. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) Q1574111020. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-50 and are available in full text through Internet access at http:// www.acquisition.gov/far/. This RFQ is 100% set-aside for small business concerns. All small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The North American Industry Classification System (NAICS) code is 238290 and the small business size standard is $14.0 million dollars. QUOTES ARE DUE for this combined synopsis/solicitation on April 4, 2011 at 4:30 PM Mountain Daylight time and shall be delivered by the specified time to the National Park Service, Yellowstone National Park PO Box 168, Yellowstone National Park, WY 82190, ATTN Andrea Brew. Emailed quotes are preferred with all required documentation; no oral quotations will be accepted. Quoters must furnish the company name, DUNS number, address, phone and fax number, email address if available, and official point of contact. All Quotes must be signed by authorized company official and emailed to andrea_brew@nps.gov. All questions regarding this solicitation must be submitted in writing via email to andrea_brew@nps.gov. STATEMENT OF WORK FOR AN ANNUAL ELEVATOR INSPECTION Annual Inspections of all National Park Service Owned and Operated elevators in Yellowstone National Park. The contractor shall provide all the tools, labor and equipment necessary to conduct annual inspections and testing of all Yellowstone National Park owned and operated elevators as required by law and as outlined in the ASME A-17 safety code for elevators. Upon completion of the annual Inspection, Yellowstone National Park shall be provided with a copy of the completed checklist for each elevator covered under this contract. The inspection check list shall clearly identify the location and identification information for each elevator inspected. The check list will cover the six (6) main areas of the elevator that is to be inspected, and under each of these main sections there are a number of specific components that are identified for inspection.These six (6) main areas cover the following:1.ELEVATOR - INSIDE OF CAR2.ELEVATOR - MACHINE ROOM3.ELEVATOR - TOP OF CAR4.ELEVATOR OUTSIDE HOISTWAY5.ELEVATPR - PIT6.ELEVATOR - FIREFIGHTER'S SERVICE The checklist shall clearly show that each of the six (6) main areas has been inspected and that each of the individually identified components has been inspected. The check list shall clearly identify the conditional of each of the specific components under each area and show if a component meets or does not meet requirements. All simple and minor adjustments that are needed in order to keep each elevator operational and safe shall be made during the inspection process. The inspection report shall provide in the comments section a notification and reference to any elevator components that do not meet requirements and that need further service, major repair, replacement or adjustments that are beyond the simple /minor adjustments that will be accomplished during the inspection process. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). 52.217-8 Option to Extend Services. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 Years Prohibition on text Messaging and Using Electronic Equipment Supplied by the Government While DrivingExecutive Order 13513, Federal Leadership on Reducing Text Messaging While Driving, was signed by President Barack Obama on October 1, 2009 (ref.: http://edocket.acce4ss.gpo.gov/2009/pdf/E9-24203.pdf). This Executive Order introduces a Federal Government-wide prohibition on the use of text messaging while driving on official business or while using Government-supplied Equipment. Additional guidance enforcing the ban will be issued at a later date. In the meantime, please adopt and enforce policies that immediately ban text messaging while driving company-owned or -rented vehicles, government-owned or leased vehicles, or while driving privately owned vehicles when on official government business or when performing any work for or on behalf of the government.The Office of the Acquisition and Property Management will issue additional policies and procedures on implementing the Executive Order in the Department of the Interior Acquisition Regulation.
