- Attachment A - RFQ PFAC10098 Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PFAC10098; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48, Effective 31 January 2011. The Washington Headquarters Services, Acquisition Directorate is requesting quotes for the following on a specific brand name basis. Smiths Detection is the manufacturer of the two existing HazMat ID systems requiring software upgrades. No other software is compatible and can be loaded on to the existing HazMat ID systems. 1. HazMat 360 Software upgrade for the following system configuration: SN# 010270705E 2. HazMat 360 Software upgrade for the following system configuration: SN# 022290907G Additional Information: 1. All quotes must be for the specific services specified in Attachment A. 2. Quotes must be firm-fixed-priced. 3. Evaluation of quotes will be conducted per FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999). (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will consider a quote to be eligible for award only if, on the quote due date, the offeror/quote satisfies all of the following elements, which will be evaluated on a pass/fail basis: (1) The offeror unconditionally accepts the terms and conditions of the RFQ (2) The offeror submits all required information specified in the RFQ by the closing date/time. (3) The offeror provides a quote for all of the services specified in Attachment A. NOTE: Once declared ineligible, the offeror's quote will be rejected and the offeror cannot further compete for the contract award. (b) The following factors shall be used to evaluate offers: •(1) Price; lowest price technically acceptable. The following provisions and/or clauses apply to this acquisition.
