- The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) intends to negotiate on a sole source basis a five (05) month contract for Facilities Operation and Maintenance Support Services with Four Seasons Environmental, Inc.. The three (03) agency research centers requiring the services are located in the South Atlantic Area of the Agricultural Research Service region. The locations will include the Richard B. Russell Research Center, the Southeast Poultry Research Laboratory located in Athens Georgia, and the United States Horticultural Research Laboratory at Fort Pierce, Florida. The Operation and Maintenance Services will include heating, ventilation and air conditioning (HVAC); alternation and repair of building structures; grounds maintenance; automotive and farm vehicle maintenance; electrical services; plumbing; pipefitting; masonry; painting; refrigeration; housekeeping; security guard services; and administrative support services (receptionist, stockroom and mail). The proposed acquisition will result in a firm fixed price contract. The services are classified under NAICS code 561210 - Facilities Support Services with a $35.5M Small Business Administration (SBA) size standard. Information received will be considered for the purpose of determining whether the government will conduct a competitive acquisition. A determination not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. All qualified sources may submit a response, which if timely received, will be considered. Facsimile submissions and oral communications will not be accepted. Written responses shall provide evidence that the offeror can provide all elements of this requirement.
