Description
Please see attached: The U.S. Geological Survey (USGS) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR 13.106-1(b)(1)), Simplified Acquisition Procedures to Holohil Systems Ltd. We have a requirement for 197 (137 - 1.8g BD-2 and 60 - 0.51g BD-2N) radio transmitters. These transmitters will be placed on the federally endangered arroyo toad (Anaxyrus californicus). With these transmitters we will be able to track both sub-adult and adult toads. These BD-2 transmitters are necessary to fulfill the Animal Care and Use Committees request to use a transmitter that is <10% of the toads body mass. These toads will be tracked for up to 1 year requiring transmitters with the longest lasting batteries. From previous projects we currently have 27 BD-2 transmitters that require refurbishing. Refurbishing these transmitters is much less expensive than purchasing new ones. Holohil System Ltd. is the only vendor that will refurbish these BD-2 transmitters. To resolve any compatibility issues between the transmitters and the receivers, we will want to use only Holohil transmitters for the additional new transmitters that need to be purchased. Holohil specializes in the design and production of the smallest and lightest transmitters currently available.We will also need to have the option for possible procurement of the following items: We will be purchasing the 60 BD-2N transmitters above; therefore we may need to have 30 BD-2N transmitters refurbished at four different times to get us through mid-November for a total of 120 refurbished transmitters. Also, we may need to have 60 BD-2 transmitters refurbished at two different times for a total of 120 refurbished transmitters.NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting the USGS requirement as stated herein may submit a capability statement, proposal, or quotation, which shall be considered by the Agency (FAR 5.207(c)(15)(ii)).
