Description
The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. However, the Government will consider all responses received by 2:00pm EST on 30 March 2011. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The DASN (CHR) has instructed the Executive Management Program Office (EMPO) to continue delivering DON SES Leadership Development programs and services. This includes administering assessments and produce feedback reports for up to 100 DON SES per year; Supporting the Leader as Mentor training courses to the DON Executive community; and, providing competency-based and structured executive interviewing technology. The Period of Performance for this effort would be 12 months with two one-year option periods. The DON s requirements for further work are based upon the foundation of the competency model already developed, including: administration of approximately 150-200 PROFILOR assessments annually. Should we decide to open competition to other vendors for comparable assessments, it would require the DON to start at the beginning with the development of a new competency model. This would add additional cost and time to the current schedule. In addition, the EMPO would be required to re-engage the 60 executives who participated in the PDI validation project, totaling approximately 200 executive hours. Further, the DON has partnered with PDI to certify a pool of executive coaches to deliver PROFILOR assessment feedback. Selection of another vendor would require retraining and certification of the executive coaching pool, adding additional cost. Also, the EMPO worked with the CNO s Executive Learning Office to align competency models and curriculum that would allow for joint training opportunities between officers and senior executives. The Flag Officer competency model was developed with PDI and validated as being applicable for the successful performance of SES roles. EMPO would save considerably by customizing the Flag Officer model rather than creating and validating a new SES model. Based on this, PDI is the only vendor with the capability to deliver a solution to meet the DON s immediate requirements and in a timely manner. The applicable North American Industry Classification Systems (NAICS) Code is 611430.
