- Sources Sought for Shuttle Bus Service at the Presidio of Monterey, CA This is a Sources Sought notification. In no way should it be construed to be an announcement of a solicitation or a solicitation. The purpose of this announcement is to seek from industry possible solutions to the required Army action. Shuttle Bus requirements Buses. Contractor shall independently acquire, maintain, manage, and operate their buses for the performance of this contract. Buses shall be provided and operated to meet government requirements. The Contractor shall develop, implement, and maintain shuttle bus routes and schedules in coordination with government requirements. Announcing updated routes/schedules - The Contractor will give customers at least 20 business days notice in advance of implementing updates that effect routing/schedule. Briefings, meetings, website banners, email, bulletins, and social media are just a few of the methods that can be used to alert customers of upcoming changes. Government Requirements for Buses, Routes, and Schedules (Initial Requirements). Contractors must be prepared to create and implement a proposal that meets these requirements. Primary priority of the shuttle bus is to facilitate DLICLC student movement, within post, from barracks to Classrooms, Dining Facilities, Medical, and other life support areas, during designated hours. 1.Student transportation shall be provided in a way that meets changing needs during the day and through the week, and recognizes that a route or schedule that satisfies movement needs at one time may not meet the needs in another. (example: students need to get to class in the morning, away from class in the evening, to DFACs at mealtimes. A bus route that stops by a DFAC when no meal is being served may not meet student needs.) 2.Seating on buses shall be prioritized for the use of DLIFLC student passengers and POM service members. However, when space is available, other passengers such as faculty, staff, other individuals performing a function on post and their accompanying visitors may be permitted to ride the bus from established stops and along established routes. 3.Schedules and routes shall be planned to meet 10 minute maximum passenger wait time during "peak" hours. 4.Buses, routes, and schedules shall emphasize safety to people, vehicles, and property. 5.Routes and schedules shall be flexible, capable of being updated and changed when needed. 6.Buses shall be handicap accessible. 7.Buses shall be able to operate on the roads inside of POM without any adjustment to the current infrastructure. 8.Buses used should have a reduced environmental impact compared to "traditional" passenger buses, whenever possible. Examples of this might include gas efficient engines, low-emission exhaust and 'cleaner' fuels. Responses Format - The Government requires that interested parties, at a minimum, supply the following information: Contract: a) Name of company b) Telephone Number, Fax Number, Address, and e-mail address c) Business size Description of Relevant Experience: Provide a list of DoD, Federal or other contracts supported during the past 36 months with a brief description of the type of transportation support and maintenance, testing and licensing, dispatch services, etc. provided per each contract. Only list contracts related and similar to those listed for this requirement. Response to this Sources Sought Notification Interested parties should send a capability statement demonstrating ability to perform above shuttle bus services by 10:00 a.m. (PST) on Monday, 28 March 2011.
