Description
The MELCOR computer program has historically been used for performance of deterministic light-water reactor severe accident analysis. Recently, MELCOR has been used for a number of other purposes including high-temperature gas reactor analysis, spent fuel pool analysis, and light-water reactor design-basis confirmatory analysis. In addition, MELCOR has recently been employed for probabilistic risk assessment (PRA) success criteria analysis, both at the NRC and elsewhere. An example of this usage is NUREG-1953, "Confirmatory Thermal-Hydraulic Analysis to Support Specific Success Criteria in the Standardized Plant Analysis Risk Models - Surry and Peach Bottom." The objective of this contract is to obtain contractor technical assistance in: 1) Existing Model Upgrade and Maintenance and New Model Development, 2) Quick-Turn-Around Calculations to Support Emergent Issues, 3) Investigation of Underlying Modeling Assumptions, 4) Support for Comparative Analysis with the Modular Accident Analysis Package, 5) Scoping of Success Criteria Issues for a New Site Level 3 PRA and 6) Technical Assistance and Draft NUREG/CR Development. The performance period will be from day of award (estimated June 2011) through two years. The Request for Proposal (RFP) will be available on or about April 15, 2011 and the closing date for proposals will be 30 days from the date the full solicitation gets posted. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this acquisition is set forth under NAICS code 541330. Proposals for this requirement are 100% small business set aside. To be eligible for award, interested parties MUST be registered with the Central Contractor Registry at www.ccr.gov.
