- 1.1 The U.S. Army Engineering and Support Center, Huntsville, AL intends to extend the period of performance for Contract W912DY-07-C-0006 by 112 working days using Federal Acquisition Regulation 52.217-8 to facilitate continuity of services. The acquisition strategy for the replacement contract for these services has not yet been finalized. The services required under contract W912DY-07-C-0006 include environmental support in the form of conducting Environmental Impact Analysis, Environmental Assessments, Environmental Impact Statements (EIS) Findings on non Significant Impact (FONSI) and Records of Decision (ROD). The contractor is also responsible for supporting the Resource, Conversation, and Recovery ACT (RCRA) for Deseret Chemical Depot near Tooele City Utah and includes the Tooele Chemical Demilitarization Facility (TOCDF). Full time staffing requirements are currently as follows: 6 environmental scientists, 1 environmental engineer, and 1 engineer capable of producing mechanical and civil computer aided designs. 1.2 THIS IS NOT A FORMAL SOLICITATION. Contractors who feel they can provide the U.S. Army Engineering & Support Center, Huntsville, AL, with the above services are invited to submit in writing an affirmative response which includes the following information: a. What is the name of your business? b. What is your business address? c. What is your business size according to NAICS code 541620? Specifically respondents (whether domestic or foreign) should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone, service disabled veteran-owned small business. d. Does your business have Subject Matter Experts (SME) that possesses at least 3 years of experience in planning and overseeing Resource Conservation and Recovery Act (RCRA) facility closure? e. Does your business have SME's that have at least 3 years of experience in packaging, transporting, treating and disposing of hazardous wastes and hazardous wastes contaminated with chemical warfare agents? f. Does your business have at least 3 years of experience in preparing health and safety plans for wastes containing chemical warfare agents? g. Does your business have at least 3 years of professional experience working with federal, state and local regulators? h. Does your business have at least 3 years of experience in the design and operating requirements of agent disposal systems and State of Utah and Federal Environmental Protection Agency RCRA closure requirements? 1.3. Written responses containing the information in section 1.3 as well as resumes of proposed employees and a firm fixed priced proposal shall be submitted via email to Contract Specialist Chaquandra Wilson at email address Chaquandra.K.Wilson@usace.army.mil and Contracting Officer Van Pinion at Van.E.Pinion@usace.army.mil. All interested sources must be registered in the Central Contractor Registration (CCR) before they can be considered as potential sources for the efforts listed above. If no written responses are received by 07 April 2011 at 4:00 PM central standard time, the Government intends to continue with the extension of Scitech contract W912DY-07-C-0006. The anticipated effective date for the contract extension is 11 April 2011.The Government does not intend to rank submittals or provide any reply to interested firms. Registration as an interested vendor for the subject notice does not in any way exempt your firm from submitting the required documentation.
