- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute of Drug Abuse (NIDA) Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute Aging(NIA)-Baltimore Longitudinal Study of Aging intends to negotiate and award on sole source purchase order to Oroboros Instruments Ltd,Schopfster, 18, A-6020, Innsbruck, Austria to purchase the Oxygraph 2k equipment and one year warranty. In order to scientifically assess the muscle tissue harvested, NIA will be evaluating the muscle by measuring the oxidative phosphorylation that occurs in vitro in single cell preparations of muscle tissue. NIA can define the cause of sarcopenia and possible ways of slowing that processes as it is believed to be central to frailty and thus one of the primary adverse events in the aging process. Delivery is 10 weeks. Oroboros Instruments Ltd is the manufacturer of the Oxygraph 2k equipment for mitochondrial studies in cell physiology and pathology. Oroboros Instruments Ltd has access to proprietary information of the Oxygraph 2k and parts needed for effective repair of the unit should it malfunction. The acquisition is being conducted under simplified acquisition using FAR Part 12 procedures and exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
