- Request for Information The U.S. Army Natick Soldier RD&E Center (NSRDEC), National Protection Center is seeking information on OUTER WORK GLOVES used by emergency responder and law enforcement personnel. This request is for "general purpose" outer work gloves only, not special purpose gloves following National Fire Protection Agency (NFPA) Standards such as special purpose gloves for fighting fires. The IAB Standardized Equipment List (SEL) item number for this equipment is 01ZA-02-GLVW. The requested information will be included in the Outer Work Gloves market research. By providing information in response to this RFI, you agree that the System Assessment and Validation for Emergency Responders (SAVER) Program may use both the equipment information and any provided images in SAVER outreach. Review of this information is being performed for the Department of Homeland Security (DHS), Science and Technology Directorate. DHS established the System Assessment and Validation for Emergency Responders (SAVER) Program to conduct comparative assessments and validation activities that provide the emergency responder community with information on important products and services. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. The intent of this market research will be to provide the emergency response community with feedback on the commercially available "general purpose" Outer Work Gloves that can be used by Emergency Responders. Emergency Responders include law enforcement, fire fighters, and Emergency Medical Services (EMS). The different operational environments in which outer work gloves could be used in include: during extrication, standard rescue, medical operations, firing weapons (experience flash bangs,) protection from hot metal in high temperature environments, use with ropes, cold/wet weather protection, protection from threats such as sharp objects, needle punctures, or pathogens, and motorcycle and marine patrol. The results of the market research will not yield a determination of what product is best, nor shall the NSRDEC NPC endorse any product or manufacturer. Specific information sought includes: 1. Company name and address. 2. Whether the company is a manufacturer or distributor. 3. Point of contact, telephone, fax, Web address, and e-mail address. 4. Product name and a brief description (75 words or less.) 5. Additional information on general performance characteristics such as: Cut, stab, puncture or impact resistance, dexterity, pathogen protection, moisture wicking, flame resistance, water repellant, heat/cold protection, tactility, durability, launder/cleaning instructions, shrinkage, lining, etc. 6. Cost information such as initial costs, General Services Administration (GSA) schedule information, accessory options, and available warranties. Glove manufacturer and glove design must be well proven and established. Prototype designs will not be accepted. The Government reserves the right to request samples and those samples will not be returned. Do not send your piece of equipment unless requested to do so. The submitted information will be evaluated for potential consideration in planning future SAVER equipment assessments. If a future SAVER assessment on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Consequently, follow-up requests for feedback should not be made through the Fed BizOpps posting agency. Vendors may be contacted following submission for more detailed information. Vendor provided information may be reformatted for publication in SAVER Program documents. Submittals: Information about a particular brand/product should be submitted in electronic (MS Word) format by 4:00 pm EST on 22 April, 2011 by e-mail to Valerie Mandeville, valerie.mandeville@us.army.mil, put "RFI - Outer Work Gloves" in the e-mail subject line. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on this basis of this RFI or otherwise pay for the information solicited.
