- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Xenotransplant section of the Cardiac Surgery Branch, intends to award a purchase order on a sole source basis for the purchase of Transgenic Services. The reference number: NHLBI-CSB-(HL)-2011-128-DDC. Background: The Xenotransplant section of the Cardiac Surgery Branch of NHLBI is involved in the development of pigs that some day may provide transplant organs that can be used in humans. Transgenic pigs are needed for the study of how these transplanted organs might be rejected in humans. In normal animals, various sugars are produced by the body and these sugars are attached to its organs. Each of these sugars has a role in the organ rejection process. These transgenic pigs do not produce certain types of these sugars and therefore their organs are not rejected as quickly. If each of these sugars can be identified and removed from transplant organs, we may one day have an unlimited supply for people who need transplants. Statement of Work: Contractor task: The contractor is required to provide healthy transgenic pigs for the xeno-transplant program for the National Heart, Lung, and Blood Institute at the National Institutes of Health. The animals produced need to be of the genetic lines GTKO/CD46, GTKO/CD46/DAF, GTKO/CD46/TM, or GTKO/CD46/CD39. The contractor is expected to deliver twelve animals per year. Health Status of Animals: Animals will be from a SPF (specific pathogen free) herd and shall not exhibit any signs of current or past illness. • Animals will be screened for their suitability as heart donors via cardiac ultrasound. • Animals will be shipped with a state health certificate. • Any abnormal animals that are detected will be rejected at the time of delivery. • Weights of piglet will vary from 10 - 20 Kg. They will be shipped at the appropriate weight to match the organ recipient. Transportation: Deliveries will occur approximately monthly. The vendor shall be no more than seven hours driving distance away from the NIH main campus or Poolesville quarantine facility. Vehicles used to transport shall be appropriate for the species and weather conditions. Transportation costs shall be included in the price of the transgenic services. Deliveries: Deliveries shall be made on Monday - Friday between 8am and 3pm to: Animals shall be delivered one or two at a time. National Institutes of Health 14 Service Rd. West Bldg. 14E, Rm. 106B Bethesda, Md. 20892 Delivery is not authorized on Government holidays; arrangements will be made for the next business day. Period of performance is for one year after receipt of purchase order. The sole source determination is based on the fact that Revivicor Incorporated is currently the only vendor in the United States that can produce the required genetic lines. These pigs shall be shipped at three to four weeks of age and the relatively close proximity (6 hours) to NIH minimizes the stress that these very young pigs must endure during shipping. Young animals are subject to shipping fever (a respiratory infection) and the chances of infection increases with the level of stress. Any animals that become sick after reaching NIH cannot be used for transplant because of their rapid growth rate. Any pigs that have to be medicated would be too large by the time they were well. Revivicor also has a close relationship with the Virginia Tech Veterinary School. Their pigs are checked by veterinary cardiologists before shipment. This ensures that these animals are excellent candidates for organ donation prior to shipping to NIH. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 541711, Research and Development in Biotechnology with size standard of 500 employees; the small business set-aside does apply for this requirement. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-50 (March 16, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by March 27, 2011, 7:30 am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
