- NOTICE: The USCG C3CEN Ports. Va has purchased in support of the USCG C3CEN West Coast Detachment the Items listed below in par (3)a. These Items were purchased as a result of a CASUALTY situation at USCG Sector in Anchorage Alaska. The Contract File, HSCG44-11-P-PC5044 contains a copy of the CASREP, this CASREP is supporting documentation of this critical need. This Contract was awarded IAW FAR 5.202(a)(2) as a result of that, the Contracting Officer was not required to post a RFQ of FED-BIZ-OPS, and due to the fact that the Statutory Authority cited for limiting competition was FAR 6.302-2 Unusual and Compelling Urgency. As required by FAR 6.305(b) the Contracting Officer is making the Justification For Other Than Full and Open Competition document attached below available via FED-BIZ-OPS. The Contractor was able to provide the required items in a very expeditious manner, thus meeting the needs and requirement for the Sector Anchorage Alaska. Cage Code# 1MZJ7 DUNS# 097002273 Justification for Other Than Full and Open Competition. (a) Each justification shall contain sufficient facts and rationale to justify the use of the specific authority cited. As a minimum, each justification shall include the following information: (1) Identification of the agency and the contracting activity, and specific identification of the document as a "Justification for other than full and open competition." a. USCG C3CEN Purchase Request 21-11-441PC5043 (2) Nature and/or description of the action being approved. a. These parts are required to relocate the Site Summit National Distress System (NDS) communications site to a new site in response to a USCG Sector Anchorage CASREP. The NDS system is unusable due to irreparable interference and must be relocated. New site requires different type power supplies. (3) A description of the supplies or services required to meet the agency's needs (including the estimated value). a. Three Motorola T5365A Quantar Radio -48vdc 600 watt power supplies P/N TLN3377 at an estimated cost of $6615.00 including expedited shipping. (4) An identification of the statutory authority permitting other than full and open competition. a. 6.302-2 Unusual and Compelling Urgency. This Urgent need is supported by a CASRep Message from USCG Command Center. (5) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. a. This vendor can meet our urgent and compelling need. (6) A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies. a. Market research determined that this vendor can meet this urgent time requirement. b. 5.202(a)(2) Unusual and Compelling Emergency Action. (7) A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. a. The anticipated purchase price is the same or less as than the general public would pay for the same item. (8) A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted. a. Internet web searches. (9) Any other facts supporting the use of other than full and open competition, such as: (i) Explanation of why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. (ii) When 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate of the cost to the Government that would be duplicated and how the estimate was derived. (iii) When 6.302-2 is cited, data, estimated cost, or other rationale as to the extent and nature of the harm to the Government. a. The Coast Guard cannot meet its mission of providing maritime safety if unable to hear MAYDAY calls by vessels in distress. (10) A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. a. None at this time (11) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. a. Future acquisitions would be solicited allowing ample time for proposals. (12) Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief. a. (b) Each justification shall include evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government's minimum needs or schedule requirements or other rationale for other than full and open competition) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel.
