- Description
- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Lockheed Martin Mission Systems and Sensors (LMMS2) - Owego, NY for the procurement of design, development, testing and production of the following CASS based Operational Test Program Sets in support of the H-60 aircraft: Advanced Radar Periscope Detection Discriminator (ARPDD) and Multi-Mode Radar (MMR) systems. Additionally, there will be options for the design, development, testing and production of CASS based H-60 OTPSs to support (1) legacy MMR systems, (2) Antenna Pedestal Assembly and (3) legacy Antenna Pedestal Assembly. To support design, integration and testing, the following H-60 Weapons Replaceable Assemblies (WRAs) will be procured: ARPDD receiver transmitter; radar data advanced electronic processor; legacy MMR receiver transmitter; antenna pedestal assembly; and legacy antenna pedestal assembly. A full military logistics data package will be required for each production OTPS. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c ) (1), as implemented by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. LMMS2 is the designer, developer, and Original Equipment Manufacturer (OEM) and is the only known source to have sufficient technical data to fulfill this requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. No solicitation will be available for this procurement.
