- Legal Services - Easement Programs - Statement of Work The USDA Natural Resources Conservation Services (NRCS) is interested in securing the services of closing agents within New York State capable of performing legal services as outlined in the attached statement of work. Services would be performed under Simplified Acquisition Procedures with the execution of a Blanket Purchase Agreement under which orders would be placed. NRCS would not be obligated to place any orders under a BPA, however, once an order is placed and accepted, the Vendor is obligated to provide the services. Vendors are requested to extend NRCS as low or lower prices as those extended to the vendors most favored customers for comparable services under similar terms and conditions.
