Description
The Space and Naval Warfare Systems Command in support of the ProgramExecutive Office Command, Control, Communications, Computers, andIntelligence (C4I), Undersea Integration Program Office (PMW 770) intends toaward a sole source contract, under the authority of 10 U.S.C. 2304 (c)(1) andFAR 6.302-1, Only One Responsible Source, to Lockheed Martin Sippican (LMS)and Granite State Manufacturing (GSM) Submarine Antenna Joint Venture(SAJV) of Marion, MA for procurement of up to twelve OE-538 Increment 1systems to support the production and fielding of additional VIRGINIA-Classsubmarines to the Navy's fleet. The OE-538 antenna system supportsconventional Radio Frequency (RF) communication in the Very Low Frequency(VLF) to Ultra High Frequency (UHF) bands, Identification Friend or Foe (IFF),and Global Positioning System (GPS) capabilities across the full spectrum ofsubmarine operations. The contract will have a two year period of performance(base year plus one option year) and will provide for production of up to six(6)OE-538 Increment 1 systems and Provisioning Items Ordering (PIO) in thebase year. The contract will also contain one option year for production of uptosix (6) additional OE-538 Increment 1 systems and additional PIO. The totalestimated value of the contract is $7,000,000. The SAJV with their previous requisite knowledge and technical expertise is theonly contractor capable of delivering this highly-specialized product to thesubmarine Fleet without adversely impacting the Navy's VIRGINIA-Class newconstruction schedule. The Government requires initial delivery of one (1) OE-538 Increment 1 system no later than 12 months after contract award withdeliveries at a rate of one per month thereafter.
