- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source contract to Creare Incorporated, 16 Great Hollow Road, Hanover, NH 03755 for the acquisition of engineering services and operational testing of the test cell and touchless droplet dispenser system of the Chemical Biological Agent Resistance Test (CBART) program. Verification testing inevitably leads to troubleshooting and modifications to correct unexpected deficiencies to bring the system into specification. Contractor support is required to conduct operational & verification testing to determine the CBART capabilities, shortcomings, anomalies, errors, and remedies. Creare Incorporated is the only company that can provide this support for the following reasons. This is a follow-on contract for the acquisition of specialized engineering services for continued development of the CBART test cell, including major components thereof, within the exact meaning of FAR 6.302-1(a)(2)(ii). Use of another vendor other than Creare, would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The CBART test cell, test method, and equipment for assessing the penetration resistance of protective garments against chemical agents was developed by Creare. Creare Incorporated is the only company familiar with the methodology to conduct material swatch testing using chemical warfare agents, toxic industrial chemicals, toxic industrial materials and the design, fabrication & operation of the CBART prototype cell in order to provide appropriate analysis and support. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
