- SOW RFQ This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Fish Ecology Division located in Seattle, WA has a requirement for a contractor to provide scientific and technical expertise in coordination, design, implementation, monitoring and reporting of research to support monitoring of restoration projects within the Greater Puget Sound Basin and Snohomish Estuary as outlined in the attached statement of work. The entire solicitation is attached. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will NOT be issued. This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 541690 with a small business size standard of $7M. A firm fixed price contract will be awarded with period of performance commencing approximately from date of award through Nov 30, 2011. All interested parties must respond to this announcement within fifteen (15) calendar days of publication. Vendors responding to RFQ must submit technical proposal and documentation that demonstrate qualifications. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
