- Description
- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, (CON) intends to issue a sole source award to Psiphon Inc. for a period of 3 months with an option for 3 additional months. The statutory authority which permits other than full and open competition that is applicable to this procurement is, as stated in FAR 6.302-1, under the authority of 41.U.S.C. 253(c)(1) which permits other than full and open competition when the supplies or services by the Agency are available from only one responsible source and other type of supplies or services will satisfy the Agency's requirement. This notice is issued to prevent disruption in current service until new RFP can be issued. Currently, Psiphon Inc provides the proprietary software the agency needs to maintain the existing software required to circumvent the censorship of US Government-sponsored Internet news sites through anti-jamming software. This Public Notice of Intent to non-competitively procure the above described is NOT a request for competitive price proposals. Interested firms must submit adequate documentation of their capability to respond to this requirement in writing within fifteen (15) calendars days after the posting of this Notice. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The Government will not accept oral or incomplete submissions. Responses shall be submitted via hard copy only; telegraphic submissions, facsimile submissions, or responses submitted via electronic means (e.g., email) will not be considered. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government.
