Description
The Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA intends to award a construction contract for project number 509-10-113, solicitation number VA247-11-IB-0124, Install Mechanical Controls, Bldg. 110, Uptown Div., Augusta VAMC, Augusta, GA. The solicitation will be available on or about Monday, April 11, 2011 on the Federal Business Opportunity (FedBizOpps) website at www.fbo.gov. A pre-bid site visit will be held with interested contractors before the bids are due. The pre-bid site visit is not mandatory but is highly recommended. The date, time and place for the pre-bid site visit will be specified in the solicitation documents. It is the responsibility of the bidder to ensure a complete solicitation package is downloaded from the FedBizOpps website. The date, time and place for the bid opening of the project will be stated in the solicitation. The Install Mechanical Controls work includes but is not limited to the update of the existing control system in Bldg. 110 with a new Direct Digital Control (DDC) system for the HVAC system. This work will be the first phase of this multi-phased project and will include approximately 50% of the floor space for Bldg. 110. The existing pneumatic system will be replaced with a new state-of-the-art digital system and will include the replacement of pneumatic actuators with electric actuators. DDC devices will be added to the air terminal units, control dampers/valves, etc. and all thermostats/room sensors/duct sensors will be replaced with electronic versions. All controls to be hard wired. All new devices to be compatible with the existing Johnson Controls METASYS Control System. The installation will include commissioning of all newly installed devices. This will include, but is not limited to, the test and balance and proper control sequence/operation of the upgraded HVAC system. The contractor who is awarded the project shall provide all supervision, labor, equipment, materials and any other expertise necessary for the completion of the work. All work will be in strict accordance with all applicable codes and VA regulations and shall be completed within 270 (two hundred seventy) calendar days after date of the receipt of the notice to proceed. This will be a firm fixed price contract award as a result of the sealed bid (IFB) lowest bid process. The NAICS code is 236220, Commercial and Institutional Construction with a small business size standard of $33.5 million. The estimated construction cost is between $1,000,000 and $2,000,000. Notice of set-aside for service-disabled veteran-owned small business (SDVOSB) concerns: (a) The proposed contract is 100% set-aside for award to SDVOSB concerns. Offerors from other than SDVOSB concerns will not be considered and will be rejected. (b) Definitions. As used in this provision: Service-disabled veteran-owned small business concern (1) means a small business (i) not less than 51% of which is owned by one or more service-disabled veterans or, in the case of any publically owned business, not less than 51% of the stock of which is owned by one or more service-disabled veterans, and (ii) the management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with a permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran as defined in 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16). The Government will make award to the responsible, responsive bidder whose bid is the lowest.
