Description
DESCRIPTION This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is NAMA-NW-11-Q-0018 and is issued as a request for quotation (RFQ); quotations furnished are not offers. This request does not commit the government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. Any representations and/or certifications attached to this RFQ must be completed by the vendor. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50 effective March 16, 2011. COMPETITION, EVALUATION, AND CONTRACT TYPE : The NAICS code for this requirement is 813410. The Government reserves the right to issue an order based on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. Award will be made to the vendor whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this competition will be obtained through a lowest priced technically acceptable evaluation. In order to be determined technically acceptable, all quotation submission requirements must be met including the required documentation submissions outlined below. Vendors must submit itemized specifications that address the enumerated requirements of the Performance Work Statement (attachment 1) for each proposed item to facilitate a comprehensive Government evaluation. AFFIRMATION STATEMENTS : Vendors must complete and return Enclosure 1, RFQ Information Sheet, in order for their quotations to be considered. REQUIREMENTS : All delivery costs must be included in the total firm-fixed price quote. DELIVERY : N/A SUBMISSION OF QUOTATIONS : Two copies of each quotation should be mailed to National Archives and Records Administration (NARA), Attention: Alice Keefe, Contract Specialist, 8601 Adelphi Road, Room B810, College Park, MD 20740-6001 or e-mailed to: alice.keefe@nara.gov. Quotations should be received by 1:00 PM Eastern Time on April 4, 2011. Questions regarding this solicitation must be submitted in writing to Ms. Alice Keefe no later than 12:00 PM Eastern Time on March 28, 2011, to be considered. Please allow one extra business day for delivery and receipt if quotation is sent via e-mail, as the e-mail will need to pass through IT security. Telephonic responses will not be processed. Unit Unit Price Total Price (Qty X Price) 0001 HACU Internship Program Period of Performance: 06/06/2011 through 08/12/2011 15 EA Total of All Items ATTACHMENT 1 PERFORMANCE WORK STATEMENT FOR National Internship Program for Hispanic Association of Colleges and Universities The National Archives and Records Administration (NARA) has a critical need to expand its recruitment presence in the Hispanic community. Indeed, NARA's Strategic Plan calls for NARA to strive toward increasing the percentages of NARA employees in underrepresented groups to match their respective availability levels in the civilian labor force. Currently, Hispanics comprise only 1.4 percent of NARA's workforce, as compared to 7.4 percent of the Federal workforce and 10.7 percent of the total relevant civilian labor force. Traditional recruitment methods alone are not enough to address this problem, and the U.S. Office of Personnel Management (OPM) has instructed Federal agencies to look to alternative sources for Hispanic applicants. One source that is specifically recommended by OPM is the Hispanic Association of Colleges and Universities (HACU). HACU is the only national education association that represents collectively those U.S. colleges and universities designated as Hispanic-Serving Institutions. As such, HACU can provide NARA with a unique level of access to highly qualified Hispanic students, thereby increasing NARA's visibility within the Hispanic community. In an effort to meet the expectations set forth in the Strategic Plan, NARA is seeking to partner with an internship organization that can assist NARA in expanding its outreach in the Hispanic community. Specifically, NARA is seeking assistance in filling fifteen (15) vacant intern positions for the summer 2011. The internships will focus on locating, researching, and organizing archival documents and records of particular interest to Hispanic communities. Interns must meet the following qualifications: •· Be currently enrolled in an undergraduate or graduate program in an archives or related field of study (e.g., history, library and information science, museum studies, etc.); •· Be a student in good academic standing as defined by the college or university in which the student is enrolled; •· Demonstrated experience and/or interest in the archival field or related profession. •· Be available for a ten-week period beginning June 6, 2011. The partner organization must be able to provide the following services: •· Market NARA internship opportunities to eligible applicants; •· Identify, recruit, evaluate, and process applicants for identified NARA internship positions; •· Facilitate travel and housing arrangements for the selected interns; •· Provide a structured program of academic and social activities to supplement the internship experience; •· Provide ongoing counseling and programmatic support to the interns throughout their internship experience. The partner organization must be able to provide these services within sufficient time to meet the start date of the NARA summer internship program: June 6, 2011. In particular, intern applications and other relevant materials must be available for NARA to review by April 8, 2011 in order to allow sufficient time for the interview and selection process.
