RFQ PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number LDQ004804. The NAICS Code for this requirement is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The resultant contract will be a firm-fixed price contract. Brand name or equal items will be accepted. If an "equal" item is being proposed, then the product specifications must be included with the quote to demonstrate that the proposed item is equal. Item# Part # Manufacturer Description 1 Finnegan & Thermo Electron North America LLC Maintenance Service Agreement (MSA) for shared services for one (1) Finnegan PolarisQ & one (1) Thermo Electron LTQ - 3 on-site service visits during 16 month period of Performance (POP) April 1, 2011 to July 31, 2012. 2 Thermo Electron North America LLC MSA for full coverage on Delta V Plus Isotope Ratio Mass Spectrometer (IRMS), 12 month POP August 1, 2011 to July 31, 2012 3 Thermo Electron North America LLC MSA for limited coverage on two (2) Fourier Transform Infrared (FT-IR) Spectrometer benches, 10.5 month POP September 15, 2011 to July 31, 2012 4 Thermo Electron North America LLC MSA for unlimited coverage on two (2) FT-IR Continuum Microscopes and one (1) smart orbit accessory, 10.5 month POP September 15, 2011 to July 31, 2012 Minimum Salient Technical Requirements: The following minimum salient specifications shall be met for all proposed products. 1. On-site service visits for preventative maintenance (PM) and emergency repair. a. Three (3) on-site service visits to be shared between a Finnegan PolarisQ and a Thermo Electron LTQ. The on-site visits may be for either PM or emergency repair on either instrument as requested. b. Unlimited on-site service visits for Delta V Plus IRMS including annual PM and emergency repair visits as needed. c. Limited on-site service visits on two (2) FT-IR Spectrometers to include a scheduled annual PM visit and one (1) emergency repair visit for each instrument. d. Unlimited on-site service visits for two (2) FT-IR Continuum microscopes and (1) Smart Orbit accessory including annual PM and emergency repair visits as needed for each instrument or accessory covered. 2. Unlimited access to technical support for all covered instrumentation. 3. Shall be able to maintain manufacturer's warranty. 4. MSA Total 16 month Period of Performance (POP) will be April 1, 2011 through July 31, 2012. Performance will be divided between Base and Option Year 1, Base period will be April 1, 2011 through July 31, 2011, with follow on Option Year 1 of August 1, 2011 through July 31, 2012. a. POP to cover PolarisQ and LTQ - 16 Month period April 1, 2011 through July 31, 2012, consisting of Base period and Option Year 1. b. POP to cover Delta V Plus IRMS - 12 Month period August 1, 2011 through July 31, 2012 c. POP to cover FT-IR Spectrometers, Continuum Microscopes, and Smart Orbit - 10.5 Month period September 15, 2011 through July 31, 2012. Location Instructions: Work will be performed at Quantico, VA. Submission Instructions Responses shall be submitted via electronic submission to Jacob Gessel at Jacob.Gessel@IC.FBI.GOV. The due date for responses to this RFQ is on or before March 30, 2011 at 11:00 AM Eastern Standard Time (EST). Responses must be marked as follows: "RFQ LDQ004804." All questions regarding this requirement must be submitted to Jacob Gessel via email. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES MUST BE VALID FOR 90 DAYS. Award will be made to lowest cost technically acceptable quote. The Contract Officer for this solicitation is Lauren Caperton. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-30. The provision at FAR Clause 52.212-1, Instructions to Offerors (Jun 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to Jacob.Gessel@IC.FBI.GOV. Provision 52.212-2, Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Aug 2009) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov.
