- Please note, the following clarifications have been provided by the Grantee and/or USTDA in response to questions received: Q1: "There is an installation firm that would be suitable for the complete engineering and construction of the project. However, we would like to engage this firm as a subcontractor for the Technical Assistance. If they acted as a subconsultant to the successful Offeror and completed the preliminary design per Task 6, would this disqualify them from responding to the RFP developed in Task 12 for the 5 MW pilot plant?" A1: Yes, participation in the pre-project technical assistance study by a subcontractor/subconsultant would disqualify them - as well as their parent company, if applicable - from implementation of the solar photovoltaic power plant, per Moroccan procurement law. Q2: "Work on Task 5 is contingent on Grantee accepting the Task 4 report. How much review time should we assume for the scheduling task 5?" A2: A timeframe has not been set. The successful Offeror can negotiate a timeframe with Grantee as required. Q3: "We propose to develop technical specifications for the RFP. We recommend the commercial terms should be by the Grantee and two volumes - Commercial and Technical constitute a proposed RFP. Please provide your comment on this approach." A3: It is up to the Offeror to respond to the RFP in the manner in which they believe best meets the evaluation criteria. Q4: "Is the energy storage technology to be included in TA? What criteria to be used for technology selection for PV and for storage system?" A4: Task 4 of the TOR does include an analysis of energy storage. Some example criteria are given in Task 4.
