- Animal Bedding Specifications This Sources Sought (SS) Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI) on behalf of the National Institute of Dental and Craniofacial Research (NIDCR). The purpose of this SS is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB] that are interested in and capable of providing Animal Bedding in accordance with the below Statement of Work and attached specifications. The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this Sources Sought notice or the NHLBI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 339999 with a size standard of 500. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide the below product within 60 days after receipt of purchase order. Background Information: This is to request the provision and delivery of a rodent bedding material, specified in attachments, to the National Institute of Dental and Craniofacial Research (NIDCR) at NIH for a period of one year. The NIDCR, Veterinary Resources Core (VRC) Vivarium houses rodents that must be kept on an approved consistent bedding material throughout the year. Lack of adequate storage space necessitates the bi-weekly delivery of rodent bedding material to this location. Purpose and Objectives for the Procurement: The purpose of this procurement is to provide consistent delivery of rodent bedding on a bi-weekly basis for 12 months. It is imperative that the delivery be consistent for scientific purposes and due to the lack of storage space in Bldg. 30 delivered on a bi-weekly basis in the amounts requested. Contractor Requirements: •The contractor will provide the bedding listed in the specification sheets attached. •The contractor will palletize on a clean new commercially standard 48"x42" four way pallet. Pallets will be inspected upon delivery and shall be clean, free of contaminates and damage. Total height of the pallet and goods shall not exceed 55 inches and goods will be shrink wrapped to assure safe and proper handling. There will be no exchange of pallets. •Tailgate delivery will be provided and is defined as that which enables a forklift or similar equipment with operator to place or remove cargo from the tailgate of contractor's vehicle. •The contractor will provide requested amounts of bedding material on a bi-weekly basis to the NIDCR, Bldg. 30 loading dock. •The contractor will provide a detailed invoice of bedding material delivered for each shipment. •The contractor will deliver bedding material a day early, if delivery day falls on a scheduled government holiday. •The contractor will quickly call NIDCR points of contact as soon as possible with any problems or issues related to delivery of bedding material in order to agree upon alternatives. Government Responsibilities: •NIDCR will provide a responsible point of contact and an alternate for all matters concerning this contract. •NIDCR will sign for all deliveries; inspect the product for accurate counts and damages. •NIDCR will quickly report via phone or email any damaged product for replacement and provide proof of damages if requested. •NIDCR will quickly process invoices for payment with each delivery. Reporting Requirements and Deliverables: •This contract will provide a total of 195,000 Liters of the described reclaimed virgin wood pulp animal bedding material. Bags should be in the range of 50-60 Liters per bag. •This bedding material will be delivered in 26 bi-weekly deliveries of approximately equal number of bags that will fulfill the total requirement on the last of the 26 deliveries. The shipments will be loaded and shrink wrapped on a pallet(s) delivered directly to the Bldg. 30 loading dock. •Each shipment will be accompanied by an invoice listing the date and amount shipped. •Any reported damaged bags will be replaced free of charge at the next delivery. Program Management and Control Requirements: Any issues, problems or concerns in the processing or delivery of the bedding material will be quickly addressed via phone call or email in order to discuss possible solutions and prevent future problems. Bi-weekly invoices will be promptly processed for payment. Inspection and Acceptance Requirements: Changes must be approved by the project officer from NIDCR and the contractor. This is a firm fixed contract for the delivery of specified bedding material with payment for each invoice as processed upon delivery for the term of one year. Attachments: 1.Specifications for reclaimed virgin wood pulp laboratory animal bedding material. Interested parties should submit a tailored capability statement for this requirement, not to exceed 10 single-sided pages (including all attachments) presented in single-space and using a 12-point font size minimum, that clearly details the ability to provide this equipment. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Jonathan Lear, Contract Specialist, at learj@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by March 29, 2011, 12:00pm, EST. All responses must be received by the specified due date and time in order to be considered.
