Title: AQD Support Services Solicitation Number: D11PS20010 Place of Contract Performance: The place of performance will be specified on each individual task order and is anticipated to be at the Government's facility at one of the Department of the Interior (DOI) National Business Center (NBC), Acquisition Services Directorate (AQD) offices. AQD currently has offices located in Herndon, VA, Denver, CO, Sierra Vista, AZ, Boise, ID, and Sacramento, CA. Synopsis:The scope of work for this contract is to provide support services for the AQD/NBC, US Department of the Interior. Inherently Government functions such as signing contracts, approving invoices, and establishing Government negotiation positions are not included in the scope of work. The work performed shall be in conformance with all Government regulations and policies including the Federal Acquisition Regulations and AQD policies. Specific requirements will be set forth, for existing, planned, and to be determined programs on individual task orders, issued against the Basic Contract. Description of Services: The contractor shall provide a wide range of support services in the following three (3) functional areas: Acquisition and Administrative Support Services (Primary), Facilities Management and Support Services, and Information Technology (IT) Support Services. The Statement of work (SOW) in the Request for Proposal (RFP) provides a complete description of services. The Acquisition Services Directorate, Division III intends to award a multiple award IDIQ, with Time-and-Materials or Firm-Fixed-Price Task Orders. On behalf of The Acquisition Services Directorate (AQD), a five (5) year contract with no option periods is contemplated. The estimated ceiling for this contract is $25,000,000.00. This solicitation is a 100% set-aside for 8(a) small business. The applicable NAICS code is 541611, Administrative Management and General Management Consulting Services; size standard - $7 million. The requirement will require the execution of the following tasks: (NOTE: THIS IS NOT A COMPLETE LIST OF TASKS, BUT SIMPLY A REPRESENTATIVE SAMPLING) 1.The Contractor shall perform the full range of acquisition activities, except for making determinations, executing awards/modifications and any approval actions, in accordance with Federal Acquisition Regulations, Federal Agency Regulations, DOI and AQD regulations and policies, to include but not limited to. 2.The Contractor's post-award duties shall include but are not limited to: organize and maintain contract files, to include recording invoices and document/correspondence, distribution and filing of awarded contract documents;, drafting correspondence, initiating Contractor performance evaluations, monitoring of reporting requirements, coordinating with Contractors in performing their administration responsibilities, obtaining required legal reviews for post award contract actions (through the Contracting Officer) from the DOI's Office of the Solicitor, and other associated documents and procedures, in accordance with requirement. 3.The Contractor shall provide experienced and qualified expertise necessary to formally close completed contractual instruments in accordance with the appropriate regulations, policies, and established time-lines. This task requires specific skills, including but not limited to: knowledge and understanding of Microsoft Excel, Microsoft Word, Microsoft Internet Explorer, the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation (DFARS), and standard finance and accounting procedures. 4.Perform receptionist duties, which include visitor access and control, telephone answering, directory services, maintaining appointment calendars, preparing briefing charts, preparing correspondence and filing. Collect, track, maintain, and update data and prepare one-time and recurring reports as required. 5.The contractor shall provide services for Acquisition and Administrative Support Services, Facilities Management and Support Services, and, Information Technology (IT) Support Services. Personnel requirements: (NOTE: THIS IS NOT A COMPLETE LIST OF PERSONNEL REQUIREMENTS, BUT SIMPLY A REPRESENTATIVE SAMPLING) Program Manager Education: Bachelor of Science or Art degree with an MBA is preferred. Experience: This position manages the day-to-day operations of the contract and is the primary interface with the Contracting Officer's Representative (COR). At least five years as a Program Manager with demonstrated experience in a supervisory capacity responsible for highly effective support in managing employees in a federal work environment. This senior level manager will be in charge of the overall planning and directing of activities associated with the contract. This person will allocate resources and set schedules to accomplish program objectives, participate in program reviews, and adjust resources and schedules to accomplish program requirements, plan and adjust work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity. This practicable, demonstrated experience must include (1) administrative and contractual issues dealing with a support services contract; and (2) providing coordinated and timely responses to requests and tasking, including independently reprioritizing tasks as requirements change. Individual has demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems. Resource Analyst II Education: At least a High School Diploma or GED. Experience: Determines all data is properly processed and that total activity agrees with pre-determined control totals. Analyzes and prepares recurring and special reports on the causes of adjustment actions, determines the source of processing deficiencies, and recommends corrective procedures. Reports and schedules are prepared for individual programs in addition to consolidated statements for the activity. Supports the needs of both internal and external clients as directed. Work is performed under the general direction of team lead. Complete other duties as assigned. Administrative Assistant II Education: At least a High School Diploma or GED. Bachelor's Degree Preferred. Experience: Sufficient knowledge of the substantive programs of the organization and of the goals, priorities, policies and commitments of the supervisor, to perform such tasks as assembling information to be used for reports or responses to inquiries; compose non-technical correspondence; and maintain awareness of the clerical and administrative problems related to the organization's programs. Skill in advising and instructing subordinate offices concerning the required reporting and general clerical and administrative procedures of the organization. Contract Specialist II Education: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; or at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, with two year of experience; OR 3 years of experience with an Associate's Degree, OR 4 years of experience with no degree. Experience: Must possess experience that demonstrates practicable knowledge of procurement practices and procedures. Individual should have experience in awarding and administering purchase orders, federal supply schedule orders, delivery orders and task orders under an indefinite delivery/indefinite quantity contract, along with experience in negotiated acquisitions. Individuals must have experience in documenting cost/price analysis, including pre and post negotiation memorandums, memorandum for record(s), and award summaries. Experience in supply and service contracts is required; experience in research and development and professional services is desired. Facilities Management and Support Services Education: At least a High School Diploma or GED. Experience: Minimum of 1 year experience in facilities support operations. Experience includes interfacing with facility manager or other representative on Work Environment Issues such as heating, cooling and airflow, janitorial and cleaning, moving furniture, equipment, and supplies within an office building environment. Adept at assembly and disassembly of office furniture and handling, hanging white/bulletin boards, and coping with multiple office moves concurrently. Individuals must be able to handle constant lifting of loads up to 65 lbs. The position requires the inventory, and oversight of all Government property at the facility. This position will require oversight of off-site furniture and equipment storage inventories, transportation, planning and executing office moves, assisting with furniture purchasing and configurations, organizational displays, and floor plans. IT support Education: At least a High School Diploma or GED. Experience: Minimum of 1 year experience in Information Technology support, desktop support, systems support, and network support. Adept at diagnosing and responding to customer problems, problem identification, research, isolation, resolution, documentation, and follow-up, coordination of the various phases for installing, testing, maintaining, and upgrading network servers and client hardware and software.
