Description
1. General: The purpose of this concessionaire contract is to provide a food and beverage concession for DoD authorized patrons at the Eglin Beach Park. 2. The concessionaire contractor shall: Pay 96th Force Support Squadron $150, payable monthly. 3. The concessionaire contractor shall be responsible for the following: a. Provide mobile, self-contained trailer and equipment to offer a fast-food type menu such as hot dogs, hamburgers, soft drinks, water, sandwiches, sausages, ice cream, snow cones and other miscellaneous snack items. No alcoholic beverage can be sold by the concessionaire at the Eglin Beach Park (per AFI 34-219.2.1 only certain locations within the FSS may sell alcoholic beverages in an "on premise" type location). Any equipment left overnight is the sole responsibility of the vendor and shall be secured. Vendor must remove any and all equipment within 24-hours of notification from 96 FSS to ensure safety and security of forces. Vendor must be insured and must maintain current vehicle registration on concessionary trailer. b. Food shall be served at the proper temperature to meet health and safety guidelines established by Eglin Public Health. A properly calibrated thermometer shall be used to monitor food storage, cooking and serving temperatures. c. Food sold shall be in carry out containers. d. Concessionaire contractor shall be licensed locally and meet all federal, state and local business requirements in accordance with Concessionaire contract Article II, paragraphs 3 and 10. e. Concessionaire contractor shall be responsible for daily trash pick up and cleaning in and around pavilions and cleaning around the general area where they will be operating. f. Concessionaire contractor shall be open for service seven (7) days a week 11:00 a.m to 5:00 p.m from 01 May through 01 November. However if business volume cannot support the requested hours, the vendor will contact the Outdoor Recreation Marina Complex Manager or Outdoor Recreation Director and provide change of hours. Upon notification and approval of the 96th FSS, vendor may close services for the periods approved. The vendor may choose to be open additional hours as business warrants. g. Concessionaire contractor is required to submit initial menu and pricing to 96th Force Support Squadron for approval. Deviations must be authorized by 96th Force Support Squadron prior to implementation. h. Concessionaire contractor shall ring all sales on a cash register and a receipt shall be available for all sales for accountability and verification purposes. i. Any costs of doing business such as returned checks, charge card fees or similar costs shall be borne by the concessionaire contractor. j. All employees associated with the concessionaire contractor are the sole responsibility of the contractor. Vendor is responsible for ensuring the legal working status of employees as well as criminal background clearance. 4. 96th Force Support Squadron shall: a. Provide an area for the contractor to park their mobile, self-contained trailer and/or stand. b. Provide appropriate utilities: three 120 volts plugs running thru 30 Amp circuit breaker, above ground faucet, no water runoff. There is no drainage, so the concessionaire will have to be able to contain his gray water. The concessionaire shall instruct his employees in utilities conservation practices and shall be responsible for operation under conditions which preclude the waste of government utilities/resources. c. The Outdoor Recreation Director shall conduct regularly scheduled visits to the site. d. Based on possible increased security levels and/or concerns on Eglin AFB, there is a possibility this location could be closed for short or extended periods of time with no compensation to the vendor. e. Due to security and safety reasons only authorized DoD personnel are allowed entry into the Beach Park. Daily access to the Beach Park is strictly controlled by Outdoor Recreation staff. 5. Payments and validation: The concessionaire contractor shall submit payment as well as a monthly statement of the gross monthly sales to 96th Force Support not later than the third business day of each ensuing month. 6. Quality Assurance: 96th Force Support Squadron shall ensure periodic quality assurance checks are conducted consisting of customer comment cards, customer complaints, and visual on-site checks. Prior to vendor operation, Eglin Safety Office and Eglin Public Health Office will inspect equipment and processes. This initial check will be conducted prior to the start of the contract. Additionally, periodic inspections will be made by the Safety Office and the Public Health Office.
