FEDBIZOPPS ANNOUNCEMENT SOURCES SOUGHT - REQUEST FOR INFORMATION (RFI) D11PS63030 - VA-FSC Vitria BusinessWare Programming Support Services- 8(a) Competitive Interested parties are encouraged to access the following RFI documents at http://www.aqd.nbc.gov/Business/openmarket.aspx: 1) detailed RFI announcement and instructions 2) draft PWS and 3) Security attachment. These documents are available only at the referenced AQD website under entry D11PS63030 and not available on FedBizOpps. Any inquiries regarding this matter should be directed via email to the contracting officer, Mr. Louis Gilden at louis.gilden@aqd.nbc.gov with the following title in the subject line: D11PS63030 - VA-FSC Vitria BusinessWare Programming Support Services. INTRODUCTION The Department of Interior (DOI) National Business Center (NBC) Acquisition Service Directorate (AQD) in Herndon VA is issuing the subject Request for Information (RFI) on behalf of the U.S. Department of Veterans Affairs Financial Services Center (VA-FSC) in Austin TX. AQD is a federal franchise fund contracting office within DOI under the authority of the Government Management Reform Act (GMRA) and is authorized to provide acquisition support to all federal and DoD agencies. This requirement is for Vitria BusinessWare programming support services to be solicited competitively under the Small Business Administration's (SBA) 8(a) program. The government anticipates soliciting for a Time and Materials (T&M) / Labor Hours (LH) contract with a five year period of performance to include one 12 month base year, followed by four 12 month option years. OBJECTIVE The objectives of this RFI are as follows. 1) Identify capable 8(a) contractors who are interested in responding to this requirement as described in the draft PWS. The draft PWS may be accessed at the DOI AQD website at http://www.aqd.nbc.gov/Business/openmarket.aspx. Interested parties are encouraged to respond with a brief capabilities statement according to the format described below. Also, interested parties are encouraged to register as an interested party in FedBizOpps. Interested parties will be notified of future announcements for this acquisition. 2) Gather industry comments and overall feedback on the draft Performance Work Statement (PWS). The government is in the process of finalizing its requirement and would like the benefit of industry feedback. Interested parties are encouraged to respond to this RFI with their comments, concerns, questions or suggestions. The RFI is part of the acquisition planning and market research phase for this acquisition. The industry input received from this RFI will be considered in preparing the official solicitation package. 3) Gather labor rate market research information for the following required labor categories: Technical Manager / Senior Architect; BusinessWare Architect; and Senior Consultant. HOW TO RESPOND Interested parties are encouraged to reply to this RFI no later than Wednesday 6 Apr 11 5:00PM Eastern Time, by email to louis.gilden@aqd.nbc.gov with the title D11PS63030 - VA-FSC Vitria BusinessWare Programming Support Services in the subject line. Please use Microsoft WORD to record your responses and attach the WORD document to your email. The format of your response is provided below. 1 Capability Statement - No more than 5 pages.Please describe current capabilities especially proposed personnel capabilities with Vitria BusinessWare / HIPAA / EDI expertise, as well as company experience in meeting PWS requirements. As stated above, interested parties are advised to note key requirements in PWS Sections 8, 13 and the Information Security Attachment. Please include the following descriptive information in your capability statements: name of company; point of contact; telephone number; email address; company address; size of business; current SBA 8(a) status; and GSA schedules if any. 2 Comments and Feedback - no more than 5 pages.Interested parties are encouraged to respond to this RFI with their comments, concerns, questions and overall feedback. Additionally, please indicate whether the requirement is sufficiently detailed and clear for your comprehensive response. If not, propose your suggested changes. Also you may propose any discerning factors to evaluate vendors' responses to the RFP when it is issued. 3 Labor rate information - no more than 5 pages.Please provide your on-site rates (on-site at the Governments' VA-FSC facility in Austin TX) and off-site rates (not at the government's site) for the following labor categories: Technical Manager / Senior Architect; BusinessWare Architect; and Senior Consultant. Please reference the PWS Section 8 which describes required experience and education levels for these labor categories. Additionally, interested parties are encouraged to register as an interested party in FedBizOpps. Interested parties will be notified of future announcements for this acquisition.
