- The Pacific Northwest Regional Office of the U.S. Bureau of Reclamation intends to award one indefinite delivery, indefinite quantity (ID/IQ) Architect-Engineering services contract for assistance with Project Planning, Project Management (PM), and related engineering and technical services. The primary focus of the contract will be services related to the upcoming modernization of the John W. Keys III Pump Generating Plant (Keys PGP), Grand Coulee WA. Planned activities for the Keys PGP modernization include: improving availability and reliability of the Pump and Pump-Generating Units to facilitate provide support to integrate variable renewable generation; modernization of unit circuit breakers, phase reversal switches, exciters, PG governors, unit controls, unit protection; and, other improvements. The contract will also cover all Reclamation programs and facilities in the Pacific Northwest Region. The principal NAICS code for the requirement is 541330. The successful offeror for this ID/IQ contract will need to have extensive expertise in the comprehensive project planning and management of large multi-phase, multi-discipline, infrastructure projects or other complex projects. The contractor will need to have expertise in: formal project management techniques such as those promulgated by the Project Management Institute (PMI) or a similar organization, or from a formal structured approach developed by the contractor; expert-level Critical Path Method (CPM) scheduling of large and complex project schedules; Earned Value Management Systems (EVMS); cost estimating; environmental compliance; life safety issues; and, related expertise in civil, electrical, hydraulic, and mechanical engineering. The ID/IQ contract will be for a period of 1 year from the date of contract award with four 1-year option periods. Firms with Registered Professional Engineers licensed in Washington, Oregon, and Idaho will receive preference. The cumulative amount of all Task Orders placed against the contract is not expected to exceed $25 million, but could be considerably less, and is dependent upon future availability of funding resources and the amount of project planning and project management assistance required. The selection criteria are: (1) Professional staff qualifications including education and registration status of key personnel in the specific project management and engineering disciplines stated above with preference given to firms having staff who hold any of the five certifications available from PMI, or similar certifications from similar organizations, or other formal project planning and management training programs; (2) Specialized work experience and technical competence in: the planning and project management of large multi-phase infrastructure projects including experience in value engineering; and, the application of energy conservation, pollution prevention, waste reduction, and the use of recovered materials in project planning with preference given for experience and demonstrated technical competence in the planning and management of construction or renovation of hydropower, pump-generation, or other electric power generation facilities; (3) Demonstrated corporate capability which reflects the capacity to accomplish the work in the required time, including adequate physical and technical resources considering numerous task orders may be executed simultaneously for work on multiple elements and sub-elements of projects; (4) Evidence of project management philosophy and established project management procedures meeting PMI guidelines (or guidelines from similar organizations or similar structured planning and project management programs) which have resulted in successful past performance on contracts with Government agencies and private industry for large multi-phase, multi-discipline, infrastructure or other complex projects in terms of cost control, quality of work, and compliance with performance schedules. Firms who have developed their own project planning and project management systems and training programs should submit sufficient information on those programs to allow for evaluation of the merits of those systems; and, (5) Location in the general geographical area of the project (the Pacific Northwest) and sufficient knowledge of the locality of the project to make informed recommendations to Reclamation during the planning and Project Management stages of the project with preference given to firms with key personnel who have a working knowledge of Grand Coulee Dam and its power plants, or with other Reclamation facilities or federal government dams and power plants. Firms qualified and interested in providing professional services of the types listed above are hereby invited to submit: Standard Form 330 (SF 330), "Architect-Engineer Qualifications," Part I and SF 330 Part II. An Adobe Acrobat version of the SF 330 form is available at www.gsa.gov. When preparing your submission be sure to consider all evaluation criteria. Additional sheets may be used to address all evaluation criteria relative to the required services. Following the initial evaluation of the qualification and performance data submitted, a solicitation will be issued to and discussions will occur with the firm considered to be the most highly qualified to provide the services. If a mutually agreeable contract can be reached, then award will be made. If not, then negotiations with that firm will be terminated and the next most preferred firm would be contacted for negotiation. Please submit 4 copies of the above information to: U.S. Bureau of Reclamation, Pacific Northwest Regional Office, 1150 N. Curtis Road, Boise ID 83706-1234, ATTN: PN-3715, Contracting Officer; include Solicitation No. R11PS10031 on the outside of the package. Please do not submit any work samples at this time. Reclamation reserves the right to request work samples during the evaluation process. To be considered, all material must be received by 4 PM local time in Boise ID on May 5, 2011. Reclamation plans on hosting a pre-proposal conference on or about April 19, 2011, at the PN Regional Office in Boise ID. Specifics about the pre-proposal conference will be made available after April 1, 2011, on our website at http://www.usbr.gov/pn/contracts/index.html. The small business size standard for this acquisition is $4.5 million in gross annual receipts averaged over the previous three 1-year accounting periods. This requirement is NOT a set-aside.
