Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation F1FGAM1081A001 will be issued as a request for quote (RFQ). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-50 and Defense Federal Acquisition Circular current to DPN 20110317. This requirement is to resolve power issue for Type III fuel system PLC and bring system back into standards as required by Unified Facilities Code (UFC) 3-460-03 and IAW attached SOW The period of performance is 30 days and will be performed on Rota Naval Station, Spain. Offerors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical capability: Provide a brief narrative that includes Corporate Experience and History of Similar work completed (2) Price: all pricing quoted shall be FOB Destination. The basis for award is best value. "Best value" means the expected outcome of the acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Capability: Experience and ability to work on an ARES Refueling Control and ALICE leak detection system (2) Price. An offer will be considered unacceptable if evidence of technical capability and past performance are not met. (ix) A statement regarding the applicability of the provision at 52.212-2, Evaluation -- Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition: FAR 52.204-7 Central Contractor Registration; FAR 52.212-1 Instructions to Offers-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items (filled in as follows: technical capabilities: (1) Experience, (2) Course of Instruction, past performance, and price); FAR 52.212-3 Offeror Representations and Certifications-Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items; (xiii) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. FAR 52.232-8 Discounts for Prompt Payment; FAR 52.247-34 F.O.B. Destination; FAR 52.252-1 Solicitation Provisions Incorporated by Reference; FAR 52.252-2 Clauses Incorporated by Reference; DFARS 252.201-7000 Contracting Officers Representative; FAR 52.222-99 Notification of Employee Rights. Under the National Labor Relations Act; DFARS 252.204-7003 Control of Government Personnel Work Product; DFARS 252.204-7004 Alternate A, Central Contractor Registration; DFARS 252.203-7002 The following clauses apply under FAR 52.212-5: Quotes will be due by 10:00 AM EST, 4:00 PM Local time. Offerors who fail to complete and submit the requirements above may be considered non-responsive. Request for a site visit must be made by 31 Mar 2010 by 4:00 PM local time and will be held 3 Apr 2011 11:00 AM Local if there are any interested parties.
