Description
Construction of an Army Reserve Center (ARC) located near Macon, Georgia. Primary facilities includes construction of an ARC training building,Organizational Maintenance Shop (OMS), unheated storage building and organizational parking. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems,security systems and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements and extension of utilities to serve project. Accessibility for people with disabilities will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas and vehicle unloading areas. Berms, heavy landscaping and bollards will be used to prevent access when standoff distances cannot be maintained. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Air Conditioning (Estimated 84 Tons). This project will provide a 200-member training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator and physical fitness areas for a Multi-role Bridge Company. The maintenance shop will provide work bays and maintenance administrative support. The project will also provide adequate parking space for military and privately-owned vehicles. This project will the following options: Option 1 - Portland Concrete Cement Pavement for MEP in lieu of asphalt, Option 2 - 50 kw of Solar Power Generation,Option 3 - 100 kw of Solar Power Generation, Option 4 - 150 kw of Solar Power Generation, Option 5 - Solar Powered Hot Water Heating for Training Building, Option 6 - CFCI OMAR Funded Equipment, and Option 7 - CFCI Bona Fide Need OMAR Funded Equipment. Contract duration is estimated at 490 days. The estimated cost range is between $10,000,000and $25,000,000. NAICS is 236220. The CCL (Construction Cost Limitation) is $11.4M. This will be a Best Value 8(a) competitive procurement, restricted to 8(a) contractors having a bona fide office located in SBA Region IV; including Georgia, Alabama, Florida, Mississippi, Kentucky, South Carolina and Tennessee ONLY. Evaluation criteria includes Prime Contractor Experience, Prime Contractor Past Performance, Safety and Management. Approximate issue date is 12 April 2011, and approximate closing date is 11 May 2011, 2:00 pm, local time. Project documents will be web only. SUBJECT TO THE AVAILABILITY OF FUNDS.
