Description
The U. S. Environmental Protection Agency (EPA) has a requirement for Technical Support for National Aquatic Resource Surveys (NARS). NARS was developed in response to the Government Accountability Office (GAO) and other independent reviews calling for improved water monitoring and reporting. This requirement will support the EPA by conducting NARS that collect data on water quality conditions. The successful contractor will be required to provide technical support within the scope of the PWS. This contract is primarily focused on NARS that are designed using state-of-the art survey techniques to randomly select sites to represent the conditions of aquatic resources at multiple spatial scales. Field crews use the same and often innovative protocols at all sites to ensure that results are nationally comparable. For many of the indicators selected for research purposes, scientists analyze the results against reference conditions derived from water bodies judged to have been the least disturbed by human activities. This relatively new survey and continuing research program provides statistically valid data and information vital to describing water resource quality conditions across the country, how these conditions vary with geographic setting, and the extent of human and natural influences. Technical support services fall under the following categories: 1.Pre-Survey Research and Planning2.Field Sampling3.Sampling Logistics4.Laboratory Analyses 5.Data Analysis and Research6.Reports The RFP SOL-CI-11-00023 will be solicited as a total small business set aside. The applicable NAICS code designation for the acquisition is 541620 with a size standard of $7 million. The Government anticipates award of an Indefinite Delivery/Indefinite Quantity (IDIQ) multiple award type contract with Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed Price (FFP) Task Orders, with an ordering period of 5 years. The period is expected to begin on November 1, 2011. The EPA intends to award up to 2 contracts from this solicitation. The solicitation is expected to be issued by May 1, 2011 on EPA's website: http://www.epa.gov/oam/cinn_cmd. This office does not intend to mail hard copies of the solicitation.
