Description
The Naval Surface Warfare Center Panama City, Florida (NSWC PC) has a requirement for the fabrication of custom vibration isolation pallets as identified in Request for Quotation (RFQ) N61331-11-T-1312. Offerors must have in place and maintain a quality system that, as a minimum, adheres to the requirements of ISO 9001-2000. Commercial drawings and 3-D CAD models of the as-built configuration are to be delivered with the pallets. Required delivery date will be 16 weeks after award. Delivery will be F.O.B. destination to the NSWC Panama City, c/o NSA PC “ N61008, 101 Vernon Ave., Panama City Beach, FL 32407-7001. The RFQ will contain data that that is distribution limited. Requests for the data must be submitted via e-mail to christopher.byrne@navy.mil. Requests must contain the vendors Contractor and Government Entity (CAGE) Code to be considered as potentially eligible to receive the controlled data. This procurement is a 100% small business set-aside. Award will be made to the lowest priced offeror whose quote is technically acceptable and will result in a firm fixed price purchase order. Because of the requirement that offerors submit their quality assurance plan, drawings, and welding certifications with quotations, quotations will only be accepted through NECO, with the exception of drawings with an individual file size of 10 MB or if the offeror has more than three attachments to provide. In the case of the latter, the supporting materials must be delivered to Naval Surface Warfare Center “ Panama City Division, 110 Vernon Avenue, ATTN: Christopher Byrne (Code B31), Panama City, FL 32407 not later than the closing date and time specified in the RFQ. Offerors may obtain NECO accounts through the NECO web site at https://www.neco.navy.mil/. The Federal Supply Code for this procurement is 8145, Specialized Shipping and Storage Containers. The NAICS Code is 332312 (Fabricated Structural Metal Manufacturing) and the Small Business Size Standard is 500 employees. For eligibility firms need to register in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. The contractor may not receive payment from the defense payment office without the contractor ™s establishment to receive electronic funds transfer (EFT). EFT payment is based on the contractor ™s EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at https://www.fbo.gov. Vendors should regularly access this web site to ensure that they have downloaded all amendments.
