Description
The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for residential construction near the Fontenelle Dam Powerplant facility in Fontenelle, Wyoming. The principal components of the work consist of the construction of four (4) single-family homes and one (1) tri-plex building.It is anticipated the contract will be a fixed-price construction contract. The North American Industry Classification System (NAICS) Code is 236115 with a Size Standard of $33.5 million. Performance and Payment Bonds will be required. The magnitude of construction project is between $1,000,000 and $5,000,000.This requirement is projected to be procured in accordance with Subpart 15 of the Federal Acquisition Regulations. It is anticipated that all types of businesses will be permitted to submit a proposal once a solicitation is released. However, the Government will evaluate offers in the following order: If at least two qualified HUBZone offeror proposals are identified and at least one of them are found to be fair and reasonable, award will be made without further consideration of any other proposals. Otherwise, the Government will consider other Small Business Program proposals (i.e., at least two qualified woman-owned, or SBDVOB, or minority-owned proposals, with the order of preference to be determined by latest small business goals for the Bureau of Reclamation's Upper Colorado Regional office). If none of the small business programs yield proposals for at least two of the same SB program, proposals from small businesses then will be evaluated. Failing that, large business proposals will be evaluated. This approach will allow the Government to solicit proposals without the need for reissuing solicitations in the event a particular type of set-aside fails to yield qualifying proposals. It should be noted that this is a presolicitation notice only, and not a request for proposals. It is anticipated that there will be a site tour and pre-proposal conference scheduled (date, time, and location will be provided in the pending solicitation).
