Description
The Mission and Installation Contracting Command (MICC) Fort Hood contracting office is seeking information to determine the availability of qualified sources to perform maintenance services on the government owned Phantom Express Automated Installation Access Security System maintenance at Fort Hood, Texas. This is a Sources Sought notice/Request for Information (RFI) for Directorate of Emergency Services (DES) Phantom Express Automated Installation Access Security System at Fort Hood, Texas. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this RFI are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Information gained from this search will be used to identify qualified businesses that possess the resources and capabilities to perform the requirements in the PWS. Interested parties should not submit any proprietary information when responding to this RFI and no information submitted by respondents will be returned. The Government is not responsible for any costs incurred by the interested parties for the preparation, handling, or transmission of information provided in response to this RFI. Interested parties should submit company biographical capabilities statements/brochures that clearly describe their firm's ability to perform the work stated in this RFI. The summary of work required under the Performance Work Statement (PWS) follows: The Contractor shall provide all necessary personnel, management, equipment, tools, and other items necessary to perform installation, removal, procurement, maintenance, repair, services, and provide systems administration (SA) for the DES Phantom Express Automated Installation Access Security System at Fort Hood, Texas. The contract will encompass Access Control Point (ACP) Automation, which includes Defense Biometric Identification and Radar Detection System (DBIDS), Radio Frequency Identification Readers (RFID), Tags and Cards. In addition to maintaining the existing system, the Contractor shall be responsible for providing installation, removal, procurement, maintenance, repair, services, and system administration as the system requirements change over time (expansion of existing access control points and/or closure of existing access control points). The required service encompasses all components, sensors, connections, system wiring, control units, and conduit that comprise the entire Phantom Express closed loop system; the objective is to ensure that the entire integrated system remain operational at all times. System administration is defined as complete management to include routine and periodic checks of system operability, coordination and documentation of system status, generating required reports and maintaining all administrative records associated with maintenance, installation, upgrade and repair activities described in the PWS. Qualification requirements consist of knowledge, training and experience in maintaining secure law enforcement fiber network integration capabilities. The Phantom Express system runs on a secure law enforcement fiber network Integrator; the contractor must demonstrate experience installing the Defense Biometric Identification Data Systems (DBIDS) version 2.5, experience with the Army information assurance vulnerability management program, experience applying information assurance vulnerability alerts (IAVAs), experience installing automated installation entry systems, and experience installing Phantom Express automated installation entry systems running on Shane Gelling Company-proprietary Phantom Express software. A draft copy of the PWS is available upon request. The period of performance for a contract resulting from a competitively sourced procurement will be a base period of 12 months, to include a two-week phase-in period, plus two 1-year option periods. The MICC-Fort Hood has a requirement to award a contract for this service beginning on 1 Oct 2011, with phase-in beginning on 15 Sep 2011. Interested parties should include in their response their availability to begin performance of a contract of this nature within two weeks from notification of contract award. Interested parties are requested to provide their business type and size as related to NAICS 561621, Security System Services (small business size standard of $12.5Million). Indicate whether your company is a large business, a small business, a Federally certified 8(a) firm, a Woman Owned small business, a Federally certified HUBZone, or a Service Disabled Veteran Owned small business. If your company is a GSA Federal Supply Schedule contract holder, include your GSA contract number, Special Item Number (SIN), and the date of expiration of that contract. It is requested that interested sources submit a brief capabilities package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested Phantom Express Automated Installation Access Security System to Ms. Rebecca Coon at rebecca.coon@us.army.mil. A generic capabilities statement is not acceptable and will not give the Government the level of detail it seeks in making a determination of industry practices and standards. The documentation must include a short synopsis of the company's primary core competencies and ability to complete the project; and details of similar contract(s) completed (include description of project; company/agency name, dates of performance; contract amount; and Government contract number). Information should be emailed to Ms. Coon at the address above no later than 4:00 p.m. CDT on 15 Apr 2011. Questions or comments regarding this request should be emailed to Ms. Coon as well. All responses must include the following information: Company Name; Company Address; contact information (name, phone number, and e-mail address). In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be Central Contractor Registered (CCR) in the appropriate NAICS at the time set for receipt of offers. The CCR website is http://www.ccr.gov/. The successful offeror must also have an active Online Representation and Certification application (ORCA). The ORCA website is http://orca.bpn.gov/. Submission of any information in response to this Sources Sought Notice is completely voluntary, and shall not constitute a fee to the government.
