Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. QUOTES ARE BEING REQUESTED. The North American Industry Classification System (NAICS) Code is 611699 - All Other miscellanouesus Schools and Instruction the small business size standard is $7.0 million. - The solicitation number is RFQ-GED-11-00002, and the solicitation is being issued as a Request for Quotation (RFQ) using FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-50. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is a competitive Small Business Set-Aside. EPA has a requirement for an on-site diver's training program. Specific details of this requirement are outlined in the Statement of Work in the RFQ. The RFQ is posted on EPA's website at the following address: http://www.epa.gov/ged/busopp_dw.htm. The period of performance is date of award thru May 20, 2011 with Two (2) option periods. The Government will make an award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, cost or other factors considered. All offerors are to include with their offers a completed copy of provision 52.212-3, Offer or Representations and Certifications--Commercial Items. The completed Representations and Certifications should be included with the quote. The following FAR clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4, Contract Terms and Conditions; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items; the following additional FAR clauses which are cited in Clause 52.212-5; 52.222-21, Prohibitions of Segregated Facilities; 52.222-26,Equal Opportunity; 52-222-35, Affirmative Actions for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-37. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) technical expertise and personnel qualifications; (ii) past performance; and (iii) price. Award will be made to the offeror whose proposal offers the "Best Value" to the Government. The basis for best value is technical as well as price but for this requirement technical is significantly more important than price. If after obtaining a copy of the RFQ via the Internet, it will be your responsibility to frequently check the same site where the RFQ is posted for any amendments.
