Description
This SOURCES SOUGHT ANNOUNCEMENT is a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation, to protect the procurement integrity of any future procurement, if any, that may arise from this announcement. The Naval Facilities Engineering Services Center (NFESC), Port Hueneme, CA is seeking new technologies that convert waste to clean energy (WTCE). It is a market survey to identify potential commercially available and near commercially available WTCE technology packages for processing one or more of the existing waste streams at the military installations. The waste includes, but is not limited to, municipal solid waste, green waste, and food waste. The energy output includes, but is not limited to, electricity and synthetic gas. WTCE technologies will be required to meet proposed state-level environmental legislative and regulatory regulations which may have an impact on Department Of Defense operations in 50 states, District of Columbia, Guam, and Puerto Rico. Interested sources should respond with brief documentation showing the company ™s ability to fulfill the requirements described below. Interested sources will indicate whether they offer the technology for meeting local and state legislation and regulations, particularly in southern California. Interested sources will briefly describe their technology, in particular acceptable waste streams, feedstock preprocessing equipment, WTCE equipment, pollution control equipment, and estimated efficiency out (e.g., Kwh/ton). It is desirable that the WTCE system is a modular unit which is capable of handling 10 tons per day to 100 tons per day and is scalable to handle a larger load. The principal recipients of the new technologies are military activities of the Navy and Marine Corps. In order to assist the activity manager in evaluating the cost/benefit of the candidate WTCE technology, the following information will be desirable for each WTCE technology: required infrastructure (land area), estimated capital cost (e.g., $/ton), estimated operation and maintenance costs, and return-on-investment calculation depending upon the best financial options. Interested sources must submit any information relating to this announcement in writing via e-mail to lynn.torres@navy.mil and richard.lee1@navy.mil. The deadline for receiving responses is 30 April 2011. Responses received after this deadline may not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants.
