Description
The U.S. Geological Survey (USGS), Western Ecological Research Center (WERC), Las Vegas Field Station, has a requirement for specific laboratory test for the desert tortoise (Gopherus agassizii), a Federally- and State- listed threatened species. These tests include the polymerase chain reaction (PCR) tests for isolates of the Herpesvirus on the desert tortoises, a disease thought to contribute to desert tortoise population declines. The USGS, WERC intends to award of a non-competitive purchase order to the University of Florida of Gainesville, FL to conduct these laboratory tests. Scientists at the Department of Pathobiology at the College of Veterinary Medicine, University of Florida, Gainesville, developed and validated the tests for the Herpesvirus for desert tortoises and other species of tortoise genus Gopherus. The scientists are knowledgeable about conducting and interpretation of the tests. This laboratory is the only outfit to be able to confirm PCR tests for isolates of Herpesvirus in desert tortoises. For consistency in interpretation of data sets gathered over the last 6 years at Fort Irwin, it is essential that the work be continued at the University of Florida. The Government intends to award this requirement in accordance with the procedures of FAR 13.106-1(b)(1) and FAR Part 12, entitled, "Acquisition of Commercial Items." In accordance with FAR 5.207(c)(15)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency, no later than the closing date of this announcement. All firms must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov, as well as, the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ to be considered for award. Responses must be in writing, by e-mail to the Contracting Officer at sklingler@usgs.gov. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-50, Effective 16 March 2011. This requirement is unrestricted. The applicable North American Industry Classification System (NAICS) code is 541690, Other Scientific and Technical Consulting Services and the Size Standard is $7.0M.
