Description
Building 416 is a 422,500 square foot facility that houses material for the Air Force. The roof replacement is 10 acres. Government, Contracted Hires, and Union Employees work in this facility on a 24 hour schedule. This project received funding based on a Risk Assessment Code (RAC) 1 safety rating. Risk Assessment Codes range from 1 to 3 with RAC 1 as the highest potential for risk, RAC 2 is significant risk, and RAC 3 is marginal risk. The current roof system is a RAC 1 which prohibits access onto the roof of the facility since the risk of roof failure and falling through is imminent. Repairs to the roof or the mechanical equipment on the roof are prohibited. Safety netting has been installed in certain areas inside the warehouse to protect the workers from falling material. Workers must wear hard hats in the facility at all times. Unique Project Elements: a. Restrictions/Phasing: In addition, to the current safety issues associated with this project, the construction phase will require a Contractor experienced with scheduling and phasing work to maintain a productive schedule. There will be at least 3 active construction projects ongoing within the facility during this roof replacement: Racking Project, Ventilation Upgrade, and Fire Sprinkler Upgrades. Each of these projects will require coordination and care so as not to damage newly installed items or impact access to perform work. b. Occupied Facility: The facility will remain occupied and functional during this project. Union and non-union workers are present in this facility. Any impact to the functionally or access to the facility requires high level and early coordination for Defense Logistics Agency (DLA) to alert/negotiate with labor unions. c. RAC Rating: The contractor will need to have a health & safety program to properly schedule/phase this work to protect their worker and building occupants. The Roof demolition/repair of Building 416 located on Tinker Air Force Base (AFB) is scheduled for an unrestricted solicitation as a 100% Designed construction project in the middle of April 2011. This project is scheduled for award in late June or early July 2011. The entire roofing system will be removed with additional structure added to raise the roof systems to accommodate a revised/updated Heating, Ventilation, and Air Conditioning (HVAC) system for better conditioning of the facility. The new roof will consist of new metal decking with a built up 3-ply roof system with cap sheet. The Building Ventilation System will also be upgraded to eliminate dead spots and areas of poor air circulation within the building. This will require new and additional mechanical equipment both on the roof as well as modifications to the walls of the warehouse to allow additional ventilation. In addition, a minimum energy savings of approximately 30% over the existing system shall be obtained. The magnitude of this project's price is estimated between $10,000,000 and $25,000,000.
