Pre-Solicitation Conference - N00019-10-R-0054 NAVAIR Public Release Approved for public release ; distribution is unlimited Solicitation Number: N00019-10-R-0054 Notice Type: Presolicitation Response Date: TBD Archive Date: TBD Classification Code: L- Technical representative services NAICS Code: 541—Professional, Scientific, and Technical Services 541330—Engineering Services NOTICE INFORMATION Agency/Office: Naval Air Systems Command (NAVAIR) Location: AIR 2.44.2 Title: Pre-Solicitation Notice for Close-Range Unmanned Aircraft Systems (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) Services (Follow-On ISR Services Contract) Synopsis Description(s): THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Per FAR 5.201, the Naval Air Systems Command (NAVAIR) (AIR-2.4.4.2) hereby notifies industry that PMA-263, Navy and Marine Corps Small Tactical Unmanned Air Systems Program Office, intends to conduct a full and open competition in accordance with the requirements stated in FAR Part 15, for the best value procurement of Unmanned Air System (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) services. NAVAIR anticipates awarding multiple indefinite delivery/indefinite quantity (IDIQ) contracts with the period of performance estimated at five (5) years. Tasks performed under this service contract will require contract operators to have a secret clearance and provide 24/7 ISR services, which require the contractor to conduct all planning, coordination, certification, installation, pre-deployment, deployment, logistics, maintenance, flying, and post-deployment efforts necessary to successfully conduct worldwide ship-based and/or land-based missions. These missions will be executed in combat zones supporting combat operations OCONUS, as well as non-combat operations CONUS. Offerors are expected to provide imagery services using non-developmental contractor-owned and contractor-operated unmanned aircraft systems. It is anticipated that the offeror would be able to support multiple simultaneous task orders within one procurement year with contractor personnel supporting DOD and Other Government Agencies (OGC), including Foreign Military Sales (FMS) requirements. Following contract award, the contractor shall be expected to deploy to land and/or ship based missions within 90 days. This service effort is currently being performed by The Boeing Company under contract N00019-08-D-0013. NAVAIR plans to release the solicitation, including any subsequent amendments, via the internet. The solicitation will be available on the NAVAIR solicitation webpage located on the World Wide Web (www). The www server may be accessed using client browsers such as Netscape and Internet Explorer. The www address, or Uniform Resource Locater (URL), for the NAVAIR solicitation webpage is http://www.navair.navy.mil/doing_business/open_solicitations/. The Navy will post notification of information pertaining to this procurement via the FEDBIZOPPS website. A draft RFP will be posted to seek industry feedback prior to finalizing the RFP. Offerors will be invited to respond to the draft RFP, including asking questions and providing comments to the draft. This requirement is being solicited under NAICS 541330 and 541 with a Small Business Size Standard of $27.0 Million. This Pre-Solicitation Notice supersedes all previous versions that may be posted to include solicitation number N00019-09-R-0223.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any monies expended by any interested parties before award of a contract and /or delivery order for the effort mentioned above.
