- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is SAQMMA11M0762 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-50. The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 with a small business size standard of $7.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-04-13 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The Department of State requires the following items, Meet or Exceed, to the following: LI 001, Request 26 sleeping rooms to include breakfast from June 3,2011 through June 11,2011 (189 sleeping room nights).(21 rooms will be direct billed) and (3 rooms will be paidindividually) a total of 216 sleeping room nights, 189 of which will be billed directly under the master account. Standard Government Per Diem applies, in order to be considered for this award, your firm must offer $211 per night or lower. The Federal Government is tax exempt. The purchase order issued from this award will be proof of doing business with the Federal Government for tax purposes. Rooming list will be provided after award but before the guests are set to arrive. Required hotel should be within three (3) miles of American University, close to public transporation (a Metro Station is preferable), restaurants and shopping facilities a plus. In addition, we expect the property offered to be an environmental leader for sustainability by demonstrating environmentally friendly practices institued within the property. The CO, reserves the right to inspect the selected hotel for adequacy. Final determination will be made by the Contracting Officer (CO)based on the critiera outlined in this notice. Only Hotels that rate three star or higher according to AAA (http://midatlantic.aaa.com/?zip=20747&stateprov=md&city=district+heightsor) or Forbes Travel guide (http://www.forbestravelguide.com/about-the-rating-channel.htm) will be given consideration. In addition, if the property has encountered past performance issues as listed at the following link: http://bedbugregistry.com/ and Fedbid.com, that will weigh heavily in making determinations. All interested offerors are encouraged to submit questions and literature regarding the property offered to sanchezvj@state.gov. Each offeror must specify if they require a separate hotel agreement to be signed in addition to the purchase award that is intended to be issued, if so that must be attached and submitted as well along with literature on the property details and environmentally friendly practices. All additional information should be sent to sanchezvj@state.gov., 207, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. In addition to providing pricing at www.FedBid.com for this solicitation, each Offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.). Each Offerror must provide a letter outlining their property details and overall offer, so that they are received no later than the closing date and time for this solicitation. Submissions must be sent to SanchezVJ@state.gov and clientservices@fedbid.com. All offerors will be evaluated technically to determine if they meet the minimum criteria outlined in the line item. For those offerors that are technically qualified, a further analysis of the properties instituted environmentally friendly practices (to demonstrate environmental leadership), proximity to American University, proximity to public transportation, past performance, hotel amenities offered, safety of environment, proximity to shopping and price will be given further consideration. A best value determination will be made based on the aforementioned where environmental leadership practices, past performance, location offered, and amenities offered will be more important than price. Registration with the Central Contractor Registration (CCR) is required prior to offering on this solicitation and receiving the order, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.ccr.gov. All Bids must be valid for 30 days from the closing date for this solicitation. No exceptions or qualifications. The Contractor and its employees shall exercise the utmost discretion in regard to all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance of services under this contract which has not been made public, except in the necessary performance of their duties or upon written authorization of the Contracting Officer. All documents and records (including photographs) generated during the performance of work under this contract shall be for the sole use and become the exclusive property of the U.S Government. Furthermore, no article, book, pamphlet, email, recording, broadcast, speech television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. These obligations do no cease upon the expiration or termination of this contract. The Contractor shall include the substance of this provision in all contracts of employment and in all subcontracts hereunder. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items.
