- Pre-solicitation announcement for the Department of Veterans Affairs, Great Lakes Healthcare System, Jesse Brown VA Medical Center, Chicago, Illinois is hereby issued: An Invitation For Bid (IFB) will be issued on or about March 29, 2011 for a Firm Fixed Priced, Indefinite Delivery-Indefinite Quantity (IDIQ) contract for small construction projects for a base period of one year with two one-year options to extend. VA will issue individual task orders against this contract and contractor shall provide all tools, equipment, materials, labor and qualified supervision to complete the projects. Work will include but not be limited to general construction, alterations, renovations, mechanical, plumbing, fire protection, electrical work, masonry, painting, HVAC, utility systems, and asbestos abatement. Individual task orders will be between $2,000 and $500,000. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006. Pursuant to 38 USC 8127(d), this procurement is set-aside for Service-Disabled Veteran-Owned Small Business firms (SDVOSB). In accordance with FAR 52.204-7 and VAAR 802.101, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. In accordance with the class deviation to 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB and VOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization (OSDBU) Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful bidder is not listed as verified in the VIP, the CO shall contact the bidder and advise the bidder that it has 5 days to submit the verification documentation to CVE. CVE will process the documents and make a verification determination within 21 days of receipt of the documentation.
