- Description
- This is a notice of intent to enter into a firm-fixed price, sole source purchase agreement under FAR Subpart 13.106-1(b) "Soliciting Competition." The Edwards Air Force Flight Test Center intends to enter into an agreement with LMS North America, Inc., on a sole source basis for the Ground Vibration Test (GVT) Input Module. ITEM DETAILS AND JUSTIFICATION: The input modules must be 100% compatible with the LMS SCADAS III, 16-slot mainframe and capable of interaction with LMS Test Lab software. The input modules must contain built-in signal conditioning with a 4mA ICP power source provided by the input modules. The input modules must be at least 24-bit delta-sigma analog to digital signal converters, support at least 16k block size, and have a maximum sample rate of no less than 51.2kHz. Input ranges must be a minimum of 8mV to 10V. The modules must also support the industry standard Transducer Electronics Data Sheet (TEDS) according to the IEEE 1451.4 standard. In the event of an open circuit, each channel should provide an LED readout on the front panel of the input module or some other comparable method to assist the operator to easily locate bad channels. The LMS SCADAS III is developed and manufactured by the supplying vendor LMS North America, Inc. Only LMS can provide the input modules as specified within this section. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE: Notwithstanding, any vendor/firm that believes it is capable of meeting the requirements as described in the "Item Details" above may submit a capability statement, which if received not later than 2:00 p.m. (PST) on 18 Mar 2011 will be considered. Responses to this notice must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
