- This is a request for information only no contracts will be awarded against this request for information.Introduction:This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the National Park Service (NPS) will take procurement action in this matter. Further, neither NPS nor the Government will be responsible for any cost incurred in furnishing this information. This RFI will also serve to conduct market research to identify firms capable of providing such supplies. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time.PURPOSE OF RFIPurpose of RFI: The purpose of this RFI is to gather ideas from industry for (1)Availability of such items in the marketplace.Background: The National Park Service (NPS), Federal Law Enforcement Training Center (FLETC), located at 1131 Chapel Crossing Road Brunswick, GA 31524 desires information concerning Test Bank software. The National Park Service possibly in the future will have a need for this type of item. Test Bank Software1.Have the ability to provide a secure test bank for limited and accountable access through the use of the NPS server and not the contractor's server.2.Provide security and allow for multi-author environments.3.Create individual tests by enabling performance objective linked to discrete lesson plans.4.Allow for the creation of sets of test questions linked to specific enabling performance objectives.5.Randomize questions from a test set of 3-5 questions linked to specific enabling performance objectives (EPO).6.Have the ability to process and analyze scanned answer sheets.7.The ability to analyze each EPO against the performance of the same EPO across multiple tests for curriculum and instructor performance and validation. 8.Utilize software that works with Windows 7, Vista, XP, and Server 2003 and Server 20089.Must run on a SQL database.10.Must be easy to use authoring system with more than 20 different question types11.Must allow for drag and drop publishing and content management12.Must allow for question banking organized by EPO.13.Must allow for workflow management to manage and document how questions are created and deployed.14.Must allow for distributed authoring enables multiple authors to collaborate.15.Must search item banks by keyword in question stimuli, choices, feedback, metatags, descriptions, topic, EPO or author16.Must allow for adaptive branching based on how questions are answered17.Must allow for easy selection and randomization of questions and choices18. Provide a system that allows for the ability to add, change, and delete participants, administrators, administrators privileges19.Must allow for the ability to easily schedule assessments for groups, subgroups or individuals.20.Must have accessibility features including participant text-size and contrast controls.21.Must allow for print assessments for delivery via OMR or OCR answer forms; upload responses to Perception for scoring, reporting.22.Must have ability to deliver assessments offline; results uploaded for reporting automatically upon reconnection to internet23.Must be secure delivery for high-stakes testing.24.Secure online delivery prevents copying, printing, screen shots, or task-switching during high-stakes testing25.Must allow for role-based security allowing multiple levels permissions for authors and administrators.26.Must be able to assign different levels of access rights to authors for secure, collaborative authoring environment.27.Must allow for the ability to restrict administrator access to certain reports and sensitive data.28.Must be able to limit administrator log-ins to range of IP addresses.29.Must have interoperability.30.Must support key standards including AICC, IMS QTI & Content Packaging, SCORM 1.2, SCORM 2004, PENS and HR-XML.31.Must allow for integration with learning management systems and portals.32.Must provide fully functional downloadable versions available from web site.33.Must provide phone and email support available during evaluation period and 30 days from purchase34.Must provide support options including Enterprise Support and 24/7 Support.35.Must provide training.36.Must allow for Windows-based application that enables the ability to author questions, organize them into assessments, and store and edit them within local or remote databases called repositories.37.Must have a browser-based authoring system to provide an easy and distributed environment for creating questions and assessments. It must allow for rapid development of items by subject matter experts without requiring installation of additional software anything on the desktop. The use of a web browser will provide the ability to author questions and assessments directly within a shared repository on a remote server.38.Must allow subject matter experts (SMEs) to access the authoring tool anytime, anywhere.Additional information: If the Test Bank Software meets all of the required standards, please submit that product literature electronically.THIS IS A REQUEST FOR INFORMATION ONLY; THIS IS NOT A PRE-SOLICITATION NOTICE. ANY SOLICITATION WILL BE ANNOUNCED AT A LATER DATE. NO OFFERS ARE REQUESTED OR WILL BE ACCEPTED AT THIS TIME. INSTRUCTIONS:Businesses with the capability of providing the required supplies, as described above, with the necessary resources to fulfill the requirements are invited to submit, on a voluntary basis, in writing, information that addresses the following items: 1. Capability Statement: Identify the business size/designation (e.g., large, small, small disadvantaged, minority owned, 8(a), etc.). The capability statement should contain sufficient information that demonstrates the company's ability to fulfill the above requirements. Responses to this RFI shall not exceed 10 pages, and standard company brochures are not desired. Responses are due no later than 3:00 p.m. MST on March 25, 2011. SUMMARY:NPS appreciates your assistance with this market research and emphasizes that this effort is for planning purposes only. Responses will not be treated as proposals, but may be used to create any subsequent Request for Quote (RFQ). Respondents should clearly mark any proprietary information submitted in response to this RFI.
