- I. overview: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. The document # is BEP-RFQ-11-0039 and this is a Request for Quote (RFQ) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48 including amendments effective January 31, 2011. The BEP anticipates establishing a five year BPA under NAICS code 333293 for the purchase of these various materials and supplies. II. STATEMENT OF NEED: The Bureau of Engraving and Printing ("BEP") has interest in and is seeking small business vendors that can provide various materials and supplies for Flint Group Flexographic Products brand equipment that the BEP owns. III. INSTRUCTIONS: Interested parties shall provide a response in accordance with the below instructions. Response shall be provided on company letterhead, reference BEP-RFQ-11-0039 and submitted to the attention of Rosa Lee, Contract Specialist. Offerors shall provide as part of their response the following; 1. Proposed pricing methodology (e.g. volume discount); 2. Proposed payment discount terms ; and 3. In addition, unless available via ORCA (i.e. www.orca.gov) Offerors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3. Offeror Representations and Certifications-Commercial Items. 4. Past performance information demonstrating experience in providing the types of items found under the aforementioned NAICS code. Past performance shall include at least three (3) references, be limited to and include the following information for each reference: • Name of contracting activity/company • Total contract/subcontract value Bureau of Engraving and Printing (BEP) Requirement no. 11WO-0029-RFQ Transmission via FedBizOpps • Description of the contract/subcontract • Point of contact, name, e-mail address and/or telephone number • Period of performance Offerors that are newly formed entities without prior contracts should include a statement to the manner 5. Technical and Company Capability a. A technical and company capability narrative, not to exceed seven (7) pages, demonstrating the company's capabilities to provide the BEP the full extent of items described in Section 1 above. The narrative shall provide the Government with a reasonable assurance that the company has the relevant capability required to met or exceed the requirement. b. Brochures, lists and any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. VI. PROVISIONS: The following provisions are incorporated by reference and apply to this acquisition: 52.212-1 Instruction to Offers Commercial Items: 52.212-3 Offeror Representatives and Certifications and Certifications-Commercial items. Eastern Time, March 25, 2011 Response will be accepted either via fax at 202-874-2200 or by e-mail sent to rosa.lee@bep.gov. V. EVALUATION & AWARD: The Government will use the submitted information for consideration of a BPA award. Award will be based the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other non-price factors considered.
