- The Program Manager for Training Systems for the U.S. Marine Corps intends to award on a sole source basis to L-3 Communications, 7436 Mission Valley Road, San Diego, CA 92108 for software engineering and Post-Deployment Software Support (PDSS) of the Marine Air-Ground Task Force (MAGTF) Tactical Warfare Simulation (MTWS) system with an approximate value of $22 M in a firm fixed price contract. L-3 Communications will provide software and system engineering expertise to: Design and develop of MTWS software interfaces to recently fielded Marine Corps/Joint Command and Control (C2) systems and planned C2 system Service Oriented Infrastructure (SOI). Continue software development lifecycle activities to support MTWS federation/integration with Marine Corps, Joint, and DoD virtual and constructive training simulations/simulators via the High Level Architecture (HLA) or Distributed Interactive Simulation (DIS) protocol standard. Increase the number of simultaneous battle space entities the simulation can process and increasing the duration of continuous system operation from 72 hours to 240 hours. Develop enhanced exercise design tools and capabilities such as an events-based automatic Master Scenario Events List (MSEL) planner/injector, integration of high resolution terrain and features, and improved graphical-user interfaces. Model and simulate of Irregular Warfare/non-kinetic effects behaviors in MTWS. Provide MTWS post-deployment software support (PDSS) activities to include baseline software maintenance, defect resolution, code and unit testing, integration testing, software distribution, software versioning control, beta-testing, documentation updates, and Information Assurance (IA) compliance. It is critical for the vendor to have an extensive knowledge and understanding of the MTWS system architecture and software components to include the Model Display Station (MDS), Model System Control (MSC), MTWS Application Network (MAN), Combat Action Review Toolkit (CART), MTWS HLA Bridge (MHB), MTWS C4I Adapter, and the MTWS SCR Tool. It is the Government's belief that only one source is capable to meet the requirements, and no other supplies or services will satisfy the requirement.
