- Description
- The U.S. Department of Labor has a requirement for transcription and steno recording services in reference to an ERISA case. This announcement includes the Solicitation Package with all attachments required under this acquisition for services. Interested parties may submit quotes via email only no later than March 28, 2011 at 9:00 a.m. Eastern Time. Work must start on March 29, 2011. Requests for information concerning this must be submitted to stein.tova@dol.gov no later than noon March 25, 2011. Submit quotes to stein.tova@dol.gov. Phone calls will not be accepted. This announcement constitutes the only solicitation and a separate solicitation will not be issued. This is a combined synopsis/solicitation for commercial services prepared in accordance with Subpart 12.6 and under the Simplified Acquisition procedures of Subpart 13.1 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The number for this Request for Quote is DOL111RQ21229. This acquisition will be processed under Simplified Acquisition Procedures as a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 561492. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference; Provision 52.212-1-Instructions to Offerors/Commercial; 52.212-2-Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and conditions; 52.222-26 EO 11246; 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (38 U.S.C. 4212); 52.223-6 Drug Free Workplace, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332); 52-217-9 Option to Extend the Term of the Contract. Quoters should include a completed copy of 52.212-3, Offeror Representations and Certifications/Commercial Items with their reply. Parties responding to this solicitation must include the following information: 1) company's complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) Duns number; 4) Catalog or Published Price Listing applicable to the service; 6) Quoters must meet the requirements of the statement of work, including availability to work the dates and times required. The Government intends to make a single award to the eligible, responsible party whose quote conforms to the solicitation and provides the best overall value to the Government. The Government will evaluate the Contractor(s) past performance, price and technical proposals as follows: • Past performance - Demonstrated expertise in similar work within the past three years. • Price - The total price for the requirement. • Technical Proposal - The technical proposal must demonstrate that the vendor is capable of performing the statement of work and will be available for the duration of work. Statement of Work 1. Steno reporting services for ERISA case 2. Background. This work will enable the SOL/RSOL attorneys to contract for steno services court reporter services for several depositions. 3. Objectives: The purpose of the depositions is to comply with the Federal Rules of Civil Procedures for discovery in lieu of litigation for a large ERISA case, which requires at least twenty depositions nationwide to litigate a single case on behalf of the Employment Benefit Securities Administration (EBSA). 4. Scope. This action will cover approximately 19 depositions. 5. Performance Requirements. The steno services include: • Attend depositions nationwide in the following cities: o Lexington, Kentucky o Meridian, Mississippi o New York, New York o Peoria, Illinois o Napa Valley, California o Atlanta, Georgia o Chico, California o New Orleans, Louisiana o Chicago, Illinois o Baton Rouge Louisiana o Los Angeles, California o Fargo, North Dakota • Transcribe recordings accurately • Transmit draft transcripts electronically as a Word document (within 10 days of meeting) Make available video deposition DVDs if needed • Make needed corrections and print and bind final transcripts • Provide one original transcript and one copy by UPS delivery/hand-delivery to SOL/RSOL attorneys (timing dependent upon when corrections are submitted) • Transmit final transcripts electronically as a Word document or E-transcript document 6. Period of Performance. The services will be provided with respect to deposition of several key fact/expert witnesses beginning on March 29, 2011 or from date of award until one year after. The depositions generally start at 9 am and last until approximately 5:30 pm, with a one-hour break for lunch.
