- PRE-SOLICITATION NOTICE ONLY--THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AT THIS TIME The US Fish and Wildlife Service, Region 1 and 8, Portland Oregon intends to issue a solicitation and negotiate a design/build contract utilizing a two-phase design-build acquisition process for all labor, equipment, materials, and supplies necessary to evaluate, design and install a monitoring and alarm system that will repair, replace and upgrade the existing monitoring/alarm system and its associated components at the Spring Creek National Fish Hatchery compound, near Underwood, Washington. This acquisition will be a 100% small business set-aside. In order to be considered eligible to participate in this solicitation, all respondents must be currently registered in the Contract Central Database (CCR) at http://www.ccr.gov, and complete Online Representations and Certifications at http://orca.bpn.gov. The North American Industry Classification System (NAICS) code for this procurement is 236220. The cost range of this project is between $250,000 and $500,000. This project is being solicited as a two-phase design-build solicitation in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. Phase I of the solicitation shall be inclusive of the scope of work, the Phase I proposal offer submission requirements and formatting requirements, evaluation factors including-technical approach, technical qualifications, capability to perform, past performance of the offerors team, and other appropriate factors excluding cost or price related factors, and Phase II proposal evaluation factors. No more than five(5) offerors who submit Phase I proposals will be selected to submit Phase II proposals. After evaluation of Phase I proposals, the government shall select only the most highly qualified offerors, not to exceed Five(5), and request that only those five (5) offerors selected during Phase I submit Phase II proposals. Phase II of the solicitation shall include Phase II evaluation factors that may include design concepts, management approach, key personnel and subcontractors, and proposed technical solutions. Phase II of the solicitation shall require submission of technical and price proposals which shall be evaluated separately. The solicitation for this procurement is estimated to be released on or before April 8, 2011.
