DEPARTMENT OF VETERANS AFFAIRS NETWORK 22 LOGISTICS OFFICE JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, 41 U.S.C. 253 (c) (1) CONTRACTOR: Alliant Enterprises, LLC 1. Agency and Contracting Activity Identification: The VA Las Vegas Healthcare Systems Office, Las Vegas, Nevada, as directed by the VA Las Vegas Healthcare Systems, has a requirement for zoom motorized patient transport, which will require justification for other than full and open competition. 2. Nature of Acquisition Being Approved: The request is being procured exclusive of competition from a specific vendor. 3. Description of Requirement: Zoom Motorized Patient Transport solution. 4. Statutory Authority Permitting Other Than Full and Open Competition: The requirements are being procured under the authority of 41 U.S.C. (c) (1), FAR Part 6.302-1(a). 5. The Nature of the Acquisition Requires Use of the Authority Cited: The Stryker Medical Prime Electric with Zoom Stretcher meets all of the capability requirements requested by VA Southern Nevada. The Prime Electric with Zoom Stretcher is an 'exclusive sole source' stretcher product providing unique differentiating features, essential to the facility, that collectively cannot be found in any other product or company in the medical stretcher market. 1.The Prime Electric with Zoom Stretcher provides an innovative Zoom Motorized Drive System with advanced technology design that virtually eliminates strenuous pushing, pulling and steering which can often result in threatening back injuries. These features not only increase efficiencies but more importantly, contribute to long-term back health. No competitive products offer this product feature. 2.The Prime Electric with Zoom Stretcher provides "Chaperone ® Stretcher Exit System". The Stryker Prime stretcher is the only stretcher available with a two-zone exit alert system using load-cell technology. This feature alerts the caregivers of patients leaving the stretcher un-assisted, thus preventing patient falls before they occur. No competitive products offer this product feature. 3.The Prime Electric with Zoom Stretcher is equipped with a Recovery Chair Position. This unique position helps eliminate the need for unnecessary transfers by providing a comfortable position for patients to recover. This innovative feature makes daily patient handling easier and supports both patient and hospital staff safety. 4.The Prime Electric with Zoom Stretcher is equipped with an Electric Head End Lift Assist. A powered head end delivers not only convenience for the patient but provides caregiver safety by reducing the strain when raising and lowering the patient. 5.The Prime Electric with Zoom Stretcher is equipped with an Electric Knee Gatch. The powered knee gatch empowers patients to adjust to their own level of comfort while protecting the caregiver from interruptions, stress and lifting. 6.The Prime Electric with Zoom Stretcher is equipped with Zero-gap Glideaway Siderails. With one fluid motion, these Glideway siderails provide maximum patient security when raised and zero transfer gap when lowered. They provide head-end and foot-end release levers and zero pinch points. Alliant Healthcare is the sole provider of Stryker products to all Federal Government facilities and as such, all purchases must be made through Alliant. Alliant is a certified veteran-owned small business. Additionally, Alliant meets the requirement set by Public Law 109-461, regarding preferential purchasing from veteran-owned small businesses within the VA Federal Supply Schedule sector. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. A notice will not be publicized/synopsized for this procurement in accordance with FAR Part 5. 7. Anticipated Cost: The anticipated cost is fair and reasonable to the government based on the using service estimate and past prices paid for similar services. Estimated cost is $36,170.08 8. Results of Market Survey: Market research information was obtained from using service. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: Full and open competition was not utilized for this contract due to the reasons stated in number 5 above. 10. Any Other Interested Sources? There are no other sources that have expressed an interest to date. 11.
