- Digital Imager Working Group Special Notice Synopsis: The Optical Systems Group (OSG) of the Range Commanders Council (RCC) seeks industry participation in the Digital Imager Working Group. The working group seeks to gather industry comment and input on the selection, configuration, and integration of a standards based file format and data transmission protocol for the purposes of ingest, analysis, exchange, transmission, and archival of uncompressed digital motion imagery. The Working Group also seeks to gather industry comment and input on the selection, configuration, and integration of a standards based command and control programming interface for the purpose of providing a common programming interface for use with the high speed video cameras owned by the DoD ranges. The Working Group, in coordination with the DoD Motion Imagery Standards Board (MISB) is considering the adoption of the Material Exchange Format (MXF) for required use as a file format standard for applications using uncompressed digital motion imagery within the Department of Defense. The use of MXF for uncompressed digital motion imagery is defined in the Society of Motion Picture & Television Engineers (SMPTE) 377M, 379M, 384M and other related documents. The Working Group will also evaluate the use of other industry standards, such as, the GigE Vision data transmission protocol and the GenICam programming interface. The desire for these standards is to adopt a file container, data transmission protocol, and common command & control interface that provides consistency through the entire imaging chain from acquisition through archival when using uncompressed digital motion imagery. Currently a wide variety of custom and proprietary formats are leveraged for handling uncompressed imagery. This current state of configuration creates significant inefficiencies for the Test Ranges and other DoD users of uncompressed imagery. This working group will accept comment and provide coordination with the MISB to ensure RCC requirements are accounted for within the MISB adoption process. In addition, coordination will flow in the other direction to ensure appropriate RCC compliance with MISB standards as they are adopted. This Digital Imager Working Group will hold meetings at least twice annually. The meetings will be held in conjunction with RCC/OSG meetings and will be open to Government, Contractor, and vendor attendees. Participation is limited to technical personnel who will be expected to provide inputs and comments to the uncompressed file format process. The Working Group duration is expected to be 2 years with the first organizational meeting to be held during the week of May 2nd, 2011 in Park City, Utah, coincident with the Optical Systems Group meeting at this time and location. Future meetings will be held twice each year, again in conjunction with the OSG meetings, hosted by RCC member ranges. These meetings are generally held in April/May and October/November. Any additional meetings and/or teleconferences will be established and scheduled by the Working Group. The Government will not pay for any information received in response to this notice; nor will the Government compensate a respondent for any cost incurred (in developing the information provided or any cost incurred for participating in this Working Group).
